This is a question better asked to a crew leader or hand :P A shot report is a record of shots taken throughout your character. This is a mafia game and Some people choose to help their families by building a gun. In order to guesstimate how close you are to either being able to shoot someone during times of war or if you would be better suited as a pro wacker all crew leaders try to keep a record of what everyone in their family's doing with their gun. If you would take time to check out your family's crew hq forum (Like I have asked everyone too) a lot of this is already explained as well as an example way of keeping a record. A Lot of other families have similar Forums in their HQ as it's a pretty important bit of information for each city. If you are having troubles finding the crew HQ Forum it's under the Comm tab up top.
