As per custom, Rourke rides GabrielMancini's trusted steed LilyEvans to the middle of the Streets. By "per custom" Rourke meant "because she was in the right place at the right time." In lieu of a longer introduction, Rourke chose to get on with his speech.

I would like to take this time to announce that Fizztastic has received the honor of setting up shop in St. Louis. She has shown a tremendous amount of potential while helping me from the very onset of my business in St. Louis and I feel she has earned this chance. I would like to thank her for her devoted service and look forward to her leadership in St. Louis.
