I am truly not too thrilled about this. Maybe because I am a lower ranked person. 

To be honest, any restriction on any action determined by rank is not very realistic.

Can it be possible to have this work similar to how (at least in the past) wack works, with being able to return the favour if someone more than 3 ranks above you tries to PP you?

McKnighter, you have a good point. Obviously, civilians wouldn't have their own "gangs". That shouldn't start until Gangster.

This is great.  I never trained my PP skill at low ranks and being able to only attempt on MM+ was making training very difficult.

I like Grin's idea. I would love to see those low rankers try on me, only to have their money taken in retaliation! :D

Well, lets say I get a group of friends together, and we all form a gang. A few others do the same in the same city, and...

We got a gang issue!

Most GF/GM will kill these guys on sight, so might not be the brightest idea.

The only way this could be useful, is if the GF/GM allowed a certain amount of gangs in the city, and they must fight each other until one reminds, and they could become a Crew.

Eh, mostly RPing could form all of that, but just saying. Would be messy.

I believe it dont matter what your rank is.. Everyone should be able to PP anyone in the game. But thats just my thoughts..
