Starting your own family is something that happens much later down the road.  Like most things in life, you start small and work your way up the corporate ladder.  In this case, you do jobs and become an associate to a sponsor, getting your first taste of being in a family.  You eventually work your way up to getting promoted rank after rank.  Eventually when you are high ranked, well respected and given the blessing of your crewleader, they will open the door for you to set up your own family.  Realistically, this does not happen on your first account since you normally have to build up a pretty good reputation first.
