It was an eventful night and things were just starting to get serious. Maybe not really serious, Mute thought; he was actually very confused, as soon as he got word of his former boss's death, he was expecting blood, violence and death all around him, yet the corpses were few and increasing at a very, very slow pace.

He was mostly ignoring the bullets flying right and left of him, he knew that eventually one of them would connect, but he didn't really care. He was tired of it already. He found a nice spot in the middle of the street and started to conduct his speech. Well it was actually more like consecutive gestures that wouldn't really make sense to anyone paying attention to him; nobody wasn't paying attention to him either way.

Furious, Mute made a signal and one of his loyal bodyguards approached him. Apparently he could understand sign language and he started acting as Mute's own voice.

"Hello everyone. It's been a bad day. To be honest, it's been a very bad day. So I will just cut to the chase. My name is Mute, and I'll be conducting business in Downtown, Los Angeles from now on. Well, probably not for long, but whatever. As of this moment I'll be the head of The Silent Few. That's all, I hope you have a good day, even though this day is off to a bad start."

He then turned around and made another signal to his bodyguard, who followed him away from the gathered crowd.

Congratulations on your new HQ. I'm sure you will have a long and prosperous life. I look forwarding to seeing what you can make out of LA! 

Please accuse my rudeness here sir, but I must ask..

Are you not technically standing in our streets as a "rogue"? - I don't recall any speeches from any existing leader authorising your family?

Now, I totally understand your leader has fallen during this time of difficulties, but however, I don't think this makes you any exceptions of the rules regarding setting up shop..

This courageous young man has bravely taken upon himself the monumental task of rebuilding the once great city of LA. He even has the stones to start this noble mission whilst the rest of the nation is in a state of war, a time when many  lesser men and women would be cowering behind protection and whispering prayers. How can you possibly question this great  and selfless mans authenticity? What has this world  come too.

I asked around, I even spoke to the city mayor who's been on every sneaky payroll known to man since he came to office.. everyone is saying the same thing. L.A has no rules about anyone setting up or not, in that city. 

If your family has rules in its HQ which state "no setting up without auth from me" those rules would only apply to members under your HQ. 

As for the lack of auth speech, I believe the man did a very good job of explaining he has authorised himself to set up out there. 

"As of this moment I'll be the head of The Silent Few. " He's the boss there, now. He has no one else to ask for permission to do things in his city.

Avatar, the rules are clearly set by those in power. Not by any mayor. Those in power, judging by history, clearly prefer to auth their own leaders or at least have leaders authed by someone they trust. You can certainly go to an empty city and set up but you probably won't make it all that long as a rogue.

Whoever is left standing will decide what to do with Mute and his members. Considering Mute doesn't appear to have been authed by anyone, I would say the odds of him surviving isn't all that great. The only reason he's even still alive is because the cities are locked in a seemingly endless war.

the guy already admitted he'll likely not be there for long. 

furthermore the mayor is a man of power and every CL pays that mayor to remain a crime boss, or they goes directly to jail without collecting 200 dorrah.

He was making his normal every-day Owl-y rounds in the grand city of Las Angeles whenever he notices a rather peculiar little gathering happening on a random street corner. He had seen this man before, perhaps in another life before he had became an Owl. Doing a little Owl booty shake he fixed up his tiny black suit and landed on a perch nearby.

"You can't do this!"

"This is an outrage!"

"Where am I?!"

All of the people were throttling the poor Mute boy.

"HOOOOOOOOOOOOOOOOOOOOOOOOOT."

With a thunderous rage of ten million suns the Owl let out a bellow heard round the World and all of the people stopped arguing at once. Then he simply flew away, his job here was done. Winning arguments was easy.

Best wishes to you Sir. I don't know but maybe your leader was killed before the speech could be given.  Either way best wishes because lord knows we need districts filled.
