But depending on rank i thought that the CL could choose the tax break so they may wish to implement a high tax percentage to the lower earners because they may not be around long or reverse give them lots of room to work and earn money and employ a low tax.

For the high rankers he may want more of their high earnings so employes a higher tax percentage.

Anyway morale of the story is that the CL can choose what tax for what rank.

Kind of like the government where people earning of 100k have to pay 50% etc (in the uk that is)
