There would be certain rules and restrictions placed on accounts to ensure that its used for "good", as opposed to a springboard to cause problems as well as very strict payback rules.  You will have to also demonstrate that you have auth by someone in an existing upper structure, or, have 10 people willing to join you.

Unfortunately, you need to be a minimum of mademan (or have mademan min age + xp) in order to run a family.

What sort of repayment scheme would you put in place, and what penalties for nonpayment, if its a manual process?

Repayment would be daily payments sent up that are a % of your income.  You and your hands assets will be considered into the equation to help determine what that % should be.

Penalties for non payment would greatly depend on the reason behind the non payment, it could be as simple as the debt being forgiven, (You tried, but some ass just shot you) or as harsh as your entire upper structure executed and banned (Your intent was to stir up shit and shoot at another CL without valid reason).  Like with any loan, its situational and greatly depends on the who/what/where/when/why/how much.
