No one can really be considered innocent in this thing of ours. Just because they haven't been pulled in as a true member of a crime family doesn't mean they are innocent. They're still robbing the purses of poor old ladies, they can be killing people every chance they get and be the greediest of the greedy so I just cant consider them innocent. I wouldn't expect a leader to just give up either, as when someone is attacked no matter for the right or wrong it's only honorable to those you are trying to keep safe in your HQ to fight it out to the death. But when you fight back everyone under you becomes a target as they can lay their life down to protect you and I'm sure even though they might have been been vacationing back to the old country to see their family if they would have heard word of an attack they would have taken the red eye back to do all they can to help as they should. So at this point in time you have to take a better safe than sorry approach. If you don't start killing off everyone you could have a leader last days longer in the fight. I agree it's an unfortunate thing that happens, but so is many parts of this life we lead. What we do will result in each and everyone of our deaths. No one here will die of old age, we will either turn the gun on ourselves or someone will do it for us.
