Seven in the morning and Chibs' pet rooster is going crazy, screaming that oh-so-famous phrase at the top of his lungs. Chibs hopped out of bed and ran to his door, slamming it shut to drown out the noise. "Bobby Junior, you damn cock." That name was proving to be more accurate as the days went on. Chibs walked out of his room and into the hall. He didn't make it ten feet before he ran into BobbyMunson, passed out drunk on the floor. Typical. He walked over Bobby's lifeless body and into the kitchen, where he was disappointed to find his personal chef (yes, personal chef - he's important like that) was also passed out drunk. Bobby must have been a bad influence the night prior. "Well, this is just great..." Chibs figured he would let his A pain suddenly rushed through Chibs' head, forcing his eyesight away from the recently furnished building. Bozeman has been gone for no more than a couple days and there were already crews swarming in without so much as a word. Minutes passed and Chibs could not comprehend how such an act would be seen as acceptable. He ran to the nearest street corner and cleared his throat. "Ladies and gentlemen, may I have your attention please?" Chibs was surprised how quickly that generic opening got eyes on him. He smiled. "Thank you all. I come to you all today to discuss something that has been bothering me for the most part of the day. As you have probably noticed, Los Angeles has a new crew set up. While this is good news under normal circumstances, there's an issue here; a lack of respect. You see, prior to Mr. Mario setting up shop, none of the uppers in Los Angeles had heard a single word from this man. Not a single word. I don't know about you, but to me, that's incredibly disrespectful. I speak for myself, BobbyMunson and Kairi when I say we would've liked a sit-down with this individual prior to them setting up in this city. Why, you ask? Los Angeles, despite being a 'free' city, works together. We ensure the leaders coming in know what we hope to accomplish with our time here and see if they're a good fit. Up until this point, any leader in this city has had a sit-down with the current leaders to negotiate a move or set up - BigBoss, Kairi, and even BobbyMunson himself when Bozeman was still with us. My point is, this was an abrupt and disrespectful way to set up. If we had a sit-down and talked about things first, that would have been a much better start. Certainly better than just barging in and claiming a district. I do understand this is completely 'acceptable', but I find it very disrespectful given how these cities are actually panning out. Now, I must ask, what do you all think of this situation? Is it disrespectful behavior? Is it professional for leaders to conduct themselves in complete silence? Is it completely acceptable and I'm just being a big baby? Let your thoughts be heard! Thank you all for your time." Chibs leaned back against the wall and caught his breath. He waited eagerly for anyone willing to speak on this topic. |

| Without a doubt, it's absolutely disrespectful. It doesn't take but a few moments to drop a telegram, introduce yourself, and start to form some form of a relationship. Doing this starts you off on the right for, not the bad foot. No one wants to start off on the bad foot! | |

Dusty smiled as she gathered her thoughts. This was an interesting topic and she was sure to learn something from it. First I will address your question sir, I would think under normal circumstances that it would be incredibly disrespectful. In perhaps the more traditional cities I could see this being a massive problem and can understand your frustration. The flip side is, it is a free city. No where was it stated that they had to introduce themselves prior to setting up. Now if they don't bother to afterwards that is in poor taste for sure. Anyone outside of that city or inside as far as I know can set up shop if there is room, and if there isn't they can make room if that is where they choose to be. Now you say that you guys work together? That is awesome but do people outside of your city know this? They may not. To work together is great but to try and cut off other people from entering would be counter productive I think. Not that I am suggesting this is the case, as you said yourself you just wanted some respect shown. I believe that it should have been shown for sure once they had set up their operation. Good communication does build great cities, especially if everyone is on the same page. |

Still reeling from the effects of what can (and does) happen when city uppers attempt to operate independently of each other, yes, Chibs, I absolutely agree that there should be, at the very least, a passing "Hi, how are you?" I take absolutely no issue with up-and-comers wanting to spread their wings and give it a go. But doing it silently is akin to buying a house without first scouting the neighbors. Hope the kid next door isn't a pyro or something! |

Whilst there is no "rule" against this, there should be a degree of common sense exercised by anyone who wishes to progress within our business. For example, there was also nothing demanding that I speak to all of the operators within Las Vegas before I decided to establish myself within the Strip. However, I was pretty sure that things would be better for me if I spoke to those with clout and a bit of a muscle in the area first, lest they should view me as infringing upon their turf. This seemed like a prudent course of action and accordingly I made sure I declared my intentions to those currently within the city prior to finding a place to call home. It cost me nothing but a bit of time and a bit of effort and after receiving their blessing, I'm glad to report things are progressing well here. Given this, I would also have to question why Mr Mario wouldn't check with the families already operating with Los Angeles prior to establishing his own outfit there. That doesn't seem like a sensible or respectful thing to do in my book and could very easily be misconstrued by those holding sway over there. |

Thank you for speaking out on this, Dusty. I value your input on these matters. You are correct, it is a free city and nowhere is it mentioned that they need to introduce themselves. They could literally take out an active, thriving family and set up in their spot without talking to anyone in the city if they so chose to. I'm familiar with how this works, my question was more based on the principle on setting up without contact - even in these 'free' cities. Before someone goes to a free city to set up, don't you think they should know at least a little about that city? For all they know, they could be getting into a city with a tyrant in the middle of it, refusing to give anyone they don't know the chances they may deserve. It's true that said tyrant would be killed when the masses realized what they were doing, but it takes that first shot to separate the tyrants from the hopefuls. But of course, this is just hypothetical. Moving away from hypothetical situations, we aren't cutting anyone off. I can guarantee you that every free city has some form of hierarchy. They all work together in some way, shape or form. These cities aren't meant as a way for rebels to set up shop, but for people who want a chance to shine at running their own family. Seeing as the individual in question came from another free city, I would expect them to know about how they work and not just rush into things. But again, thank you for your input! Thank you for your input as well, Mercedes_Kompressor. I do appreciate it! We're very much welcome to up-and-comers setting up shop here. Hell, we're welcome to have Mr. Mario with us. It's just the manner in which this family came to be that irritates us. I do have an obsession with fireworks, though. Might keep our new neighbors up late at night... I'm not entirely sure disrespectful is the right word to use here, maybe unwise would be better? I mean they've set up in a completely different district to you so it's not really all that bad in my opinion. I mean how exactly would you like these messages to go? "Hi I'm setting up." "Ok." Seem a little pointless I feel. A relationship can be formed after the setting up happens and that's something that can happen on both sides. If as a city you wish to work together then that's something you might have initiated once this new guy set up. As it is, any relationship you hoped to create with this other leader has probably now been damaged with this speech, you've just labelled them as disrespectful so I wouldn't expect an invitation to their next dinner party. I've been made aware of people contacting leaders within the free cities regarding setting up and those leaders responding with claims that they will be authing people within their district, which blocked potential moves of new leadership in that district. I find it a little out of line for these leaders to feel they have the right to do that. I also think that may be why others would avoid announcing setting up to those currently residing within the city. I will mention that I did receive a telegram from Badwolf regarding this new leader, having reread it he stated lines were down earlier when he went to send the initial telegram out. |

Kairi decides to pipe up in a very rare street appearance and stands up next to chibs. She clears her throat and begins to speak, "While I know our city is a free city, I feel that you should consider reaching out to the current families in the city before moving over. I personally talk with the late Bozeman of my intentions and that I mean no harm and wish to help build Los Angeles up along side his family." She looks around at the crowd and takes a deep breath to calm her nerves. "While we all operate on our own and have no say in each others families, we have the same goal in mind, build LA back up. I would have appreciated some kind of communication from Mr.Mario himself out of respect. When I welcomed Mr. Mario into our city, I got a simple 'thanks' back from him. That is the only communication I have gotten from Mr. Mario himself. At this time I dont know his intentions in our fair city we have been working hard to rebuild and make beautiful again, I just know what his right hand intends since he has spoken a few more words to me than the one I have gotten from Mr. Mario. I do wish them the best of luck and hope they want to build LA back up with us, but at this time I have no idea where their intentions lie and honestly it has left a bit of a bad taste." She smiles awkwardly and takes her leave. |

Thank you for your input, FitzChivalry. Being unwise can lead to unintentionally being disrespectful. It's like a kid in a candy shop when his mother refuses to buy him any candy. To the mother, the candy is bad for the kid, but the kid doesn't know that. The kid then goes calling his mother names and throwing a fit. Obviously, these are different situations, but it's sure seen as disrespect from our end. We wouldn't need a double-spaced essay if someone wanted to set up. Something as simple as "I'm setting up" would be better than nothing at all, honestly. At least it shows a will to communicate and hopefully add to the city as a whole. But to have no idea who's setting up and then just see them pop up, that's a little worrying, even if it is in a different district. Dinner parties aren't quite my style, so I have no regrets on that front. I welcome him out here to explain his actions, maybe sway my mindset to believe it was an innocent mistake. But until he proves me wrong, I'm sticking to my story. You do have a point with the whole "saving spots" idea. Realistically though, if they're saving the spot for someone else, they may just kill anyone else who sets up anyway. They'll wait it out until they find a valid excuse to shoot. RBM was listening and decided to pipe in his two cents as invited by Chibs I have already messaged the Upper Structures of LA with a Telegram as I do not feel that the streets are the place to be holding this discussion. But, while I am here talking, my goal is to do my part, with my hands, to help make the city of LA as great as it once was. With the help of my hands and us all working together, I do not see any reason that this cant be accomplished. Teamwork and communication is the key to success in all of our goals and visions. If you wish to speak more on this, I encourage you to message me privately. |

I dont see why you feel disrespected chips as LA is a free city. Due to Rob razor can set up in 3 citys without telling anybody but his CL. IF LA was a normal city yes. It will be very disrespectful. |

I do appreciate you coming out here, Mr. Mario. I can understand you not wanting to discuss this publicly, which is why I've already sent you a response telegram. My mailman hasn't been around with anything from you after that, though. Now it's the waiting game. Damn Sundays. Chibs sighs and turns to ochoa. Chips, eh? Now I truly feel disrespected! Jokes aside, I know it's a free city and I know he isn't required to send anyone any notices. What I'm talking about is the disrespect that comes with choosing to go the silent route over being vocal with the already existing leaders. Free city or not, he has to share it with other people. It would be a lot easier if communication existed, wouldn't you say? |

While throwing some dice Striphe took a break and walked outside of the VIP casino to get some fresh air..he had heard of what was going down on the west coast and he had pondered his thoughts on the topic while making a few hundred million Anytime you plan to move your criminal organization, or start an organization in an area that someone else might control there are certain unwritten rules and steps that must be taken to ensure longevity and business growth. No one wants to get their toes stepped on and no one wants to step on any toes when they are a new family as the results can be deadly.. face it we have all seen people get shot and sometimes for less. We operate in a world where allies are gold so it never hurts to get to know your neighbor. Especially if your opening a criminal operation close to them. That is why I made friends with the pit-boss... vip access all day and on that note I am off to my vip suite Striphe runs his hand along a brand new mercedes he had bought earlier in the day before retreating inside of the casino |

Walking by he hears a conversation that perked his curiosity. Taking a few moments he listens and observes the crowd as they speak, waiting for the right moment to join in. Disrespectful or not I can't say, but one may see the scenario differently. Example, if I were in a situation where I had roots established in a city and someone showed up without mailing me or visiting a payphone to call me I'd wonder if things were rushed and if so, would I want someone who jumps the gun to things without a single word or form of communication to be working along side me at my worst of days? This is a tough life we live in and things must be taken delicately at times to preserve your dreams. If things aren't taken serious at first and done strategically it could always come off bad. After saying his two cents SpaceCowboy lights up a cigarette, taking a seat on the curb he stares off into the sky listening to the crowd continue to carry on. |

Ochoa if you can't see why that move was direspectful, then I certainly hope you never venture out into the world on your own as a leader. I fear you wouldn't last very long in such shoes. The fact that the powers in place created these vacant cities and allowed people to openly set up, does not remove the necessity to be respectful when doing so. RBM should imo have contacted those in place prior to the move, not to ask permission obviosuly, but simply to be respectful and alert them to his move. Perhaps they would have wished to get off on the right foot and even offer to assist in the move? Or simply as Chibs said, they might just wish to then advise RBM on what they plan to achieve for LA going forward. At this point RBM might have considered whether or not he believed he would be happy being a part of this vision for LA. A little respect goes a long long way in this life. A little disrespect can cause you to not go very far at all, though. |

Slash i know respect takes you far in this game. Thats why i have been in positions and lasted im this game for awhilw. I say it was not disrespectful because if razor had to tell bobby that he was setting up will acknowledge bobby as the ruler of LA. While to my knowledge the city is free to anybody with no head ruler |

He didn't have to tell Bobby. He should have advised BobbyMunson and Kairi. If you are alerting both current leaders in that part of the country, it doesn't give any impression that you view these people as the dominant force in the region, simply that you are showing respect to them ahead of moving into a territory currently run by them. As you rightly said, the City is free to anybody and there is no head ruler of that city. So doesn't it make sense to not simply walk in to a city unannounced and start your business there before telling anyone? Keeping in mind Ochoa, there wasn't any prior warning to the Leaders of the world either. So RBM simply set up shop unexpectedly as far as everyone is concerned. I know if I were a leader in LA at that time, I would be very surprised by such actions and perhaps would view them as hostile. |

HI DADDY. Whether it was disrespectful or not is irrelevant. If you felt disrespected by it, why the need to plea to the court of public opinion as to whether or not your feelings are justified? Obviously the response you were hoping for was "yes it was disrespectful", but if the response was a resounding "No", then what? |

If he did not tell the outside leader or get a okay from his cl it would be disrespectful. That info i did not know slash. I would see at as hostile that a new person set up with out notice but never disrespect if the city is free land. |

Excellent topic to be raised out here, I've never been adverse to a good street corner appearance. I believe FitzChivalry has touched on the most relevant aspect of this particular discussion. That is, wisdom. Now whatever the circumstance area here, if signore Mario did it did not take any steps prior to his move is quite irrelevant. What is important is he took necessary action by his own standards of operating. Now the flip side of this, is of course how it is interpreted by the rest of the country. 'Unwise' would probably be the correct term, in my book, but what is considered respectful or disrespectful is based entirely on the subjective approaches that everyone else takes. By this I mean a person can do too little, or too much to announce their intentions. How to decide what approach to take? Know your audience, ensure that the territory you are moving into or the people that you are affecting are approached with a standard suitable to their expectations. This of course, means reaching out and opening lines of communication. There's no telling what the reaction would be from any group who have taken offence by the actions of an individual. Encroaching on the territory of another is not something to be taken lightly. First impressions will always help determine how the relationship will develop and the type of people you are dealing with. |
