When doing jobs in another jurisdiction, it's important to give prioritize employment opportunities to residents of that jurisdiction before resorting to bring in non-residents.

If you are in Detroit and creating jobs, jobs should rightfully go to hardworking, tax-paying Detroit residents, just as if a job creator was in New York, employed positions should be prioritized to New Yorkers, who work hard, and pay their taxes.

coldoldgold I understand what you're saying with the idea of giving priority, however, there's nothing stopping people from simply ignoring the locals and only inviting their own city anyway.

I don't think the addition of anyone regardless of their city of origin would stop us from inviting the natives (if we so choose to)

I'm in favour of this idea, firstly as Bronx-Born said, if you've got homies from another city and you're both hanging out in a 2nd unaffiliated city, or say you're in your own city and you wanna bring them in, cos why not? then you should be able to. Also, the times when a city is unoccupied it's pretty much a no go if you want to use the OC feature.

at the very least, something like this being implemented when there are below X players from your city or the current city, active in the last say, 10-15 minutes or something? when the user base is less active, it can be a serious pain in the ass waiting for people to pop up on the OC list and leaves it either wasted and unused, or being used for lower crimes just because there's not enough people to make the higher ones work.
