So, i was wondering would it be considered botting if i wrote a program that unscrambled names based on a database i entered manually?   Without querying mafirareturns, but just a list of names of people that i made myself by looking at the member lists?

As you describe it, that would be perfectly fine.

You are manually collecting information that is publically available, storing it and then searching through it as you see fit (in this case searching for anagrams/scrambles).

None of these steps would violate any game rule, nor would they automate any game action which would class it as 'botting'. So I'm happy to confirm that it's not a problem at all.

I'm jealous that there are people out there that know enough to make such a thing like that. :(
