Scream stumbles out of one of the local New York bars with Phelix by her side. They step out into the street looking both ways, wondering where to go next. They see a few other bars and some restaurants with retail stores in-between. They are quite happy with their neighbourhood, some real nice businesses that they try to frequent as often as possible. Scream wonders if they can attract some more classy establishments and grow this area a little bit. On the way to the next drinking hole Phelix and Scream discuss some options to get this business district even more lively.

As the pair arrive and order their next round of drinks, they notice Godfather Deimne sipping a beverage of his own at the other end of the bar. They decide to approach their boss and ask his opinion on their new ideas.

Deimne sir, we had some ideas to try to get some more high class businesses here in New York. Do you have a moment to listen to our ideas?

Deimne sipped his beer and nodded towards the open chairs at his table. Phelix and Scream sat down and began their pitch.

Well Godfather, we tend to walk these streets often and are quite impressed with the quality of businesses here in New York. We hope that more business will be attracted to our part of the world and hope the calibre will stay consistent. We were wondering if we could help you in ensuring this city stays as wonderful as it is today.

What we are proposing is this:

The Drunken Monkeys would like to start being responsible for issuing building permits within the New York business district. New entrepreneurs in our city will send their blueprints to ScreamingButterfly. If these blueprints seem to be structurally sound, she will then issue the permit. If there are extensive upgrades needed on the blueprints, Scream would inform the potential business owner that her architects on staff will need to revise them. Of course this service would come at a fee of $100,000. Once payment has been made Scream will contact the architects and they will go to work on the blueprints and return them to the owner when they are fixed.

Now we are confident that people will seek the building permit but if they build without one, we are proposing a $250,000 fine if the building structure is up to standards and a $500,000 fine if we have to call in the bulldozers to remove it based on liability.

Of course we will not touch the current businesses and issue them all building permits as is.

There will also be no charge for operating a business once it has been given the permit to build.

We solicit your thoughts, sir, and are open to and welcome any and all suggestions and revisions of plans.

The Godfather thought this information over for a while. He lit a cigarette and drank his beer in silence. Finally Deimne nodded.

I like this idea. Please get word out to would-be-business owners in New York to go through you for a building permit prior to starting a new business in my city.

I like this idea. I have seen business come and go within the fine city of New York.  I'm glad New York is stepping up and taking more interest in their bussiness districts. I personally do visit the busy bussiness districts of New York to shop for little things. Well, I can't wait to see how this works out for New York.

I think you almost answered your own question there san. What incentive? Um, other than it being the coolest god damn city in the country?...Not many. Other cities are lax, but have you been to Detroit lately? Talk about tumble-weeds. Jeez. Truth is there are only a few cities with a strong scene. LA is blooming, Chicago's got hustle, what you guys have been doing with Philly is cool but after that the list is running thin. But really, having lived in New York yourself, I'm frankly amazed you'd have to ask.

New York rocks. If you don't think it's worth it, don't bother. Simple.

New York has quite a large home population and also boasts a fairly decent level of travel in and out. Any potential business owners would greatly benifit having an establishment at such a hub. In addition to the hopeful return of the Stock Exchange, value for such a lot rises even more.

This person here is an example of the type of people that visit the various businesses of New York. As you can see by his mannerisms and clear speaking, he is a valuable person to any business owner.

I am tempted to get myself involved as well and I see no issue with the current price, as it is far less than others of the past. I remember the steep prices of Philadelphia and Los Angeles, under the reign of Godmother ScipitiaRourke and Don PoisonousJelly respectively, and applaud the wise pricing presented by ScreamingButterfly.

It seems I might have to clarify here. If potential business owners bring me well put together blueprints, there is absolutely no charge for setting up business in New York. The only time there is a charge is if my architects have to revise these blueprints or people construct a business without a prior permit.

Now in no way am I trying to make money off unfortunate souls who are not architects themselves. I have every faith that each crew out there has at least one architect or building inspector that would be willing to help out their fellow crew members. However if someone does not seek out their help within their own crew, I will charge for mine to help them.

As for the incentives for building in New York, I'd have to echo the responses of others, New York is one of the busiest cities in this thing of ours and our business district is quite active already.

This is a good idea, its really nice to see the business district in NY is well structured and active as well, I'll be sure to start a club there someday, maybe I'll start with some effective blueprints.

I feel almost sorry for having to disagree with one of my own, but if I disagree with somwthing said in public, I feel the need to express my disagreement also in public.

One shouldn't need to ask what incentives there are for entering any city. Whatever incentives there may be, if they're not clear to you, then either the city is not doing as good job at being attractive or you are not paying attention to the benefits of being in each city you travel to. Asking such a question is really saying that you don't think the city is attractive enough for their leaders to try to get more out of it... And like Tyrion says, as a former NY'er myself, it stings a little that you'd say that to our friends, Sanpei.

Then, I'm also surprised some people failed to pay close enough attention to see what was actually being charged and assumed it was just a charge to set up a business. I wish I had been able to speak up earlier to sound a bit more original, but Ms. Butterfly said it clearly both times, only the services of the revision of the blueprints are being charged.

The only question I would have myself is if people will have the chance to walk away with unapproved blueprints and have them revised by their own people and return at a later time or if a substandard entry will automatically incur in your architects getting to work on it.

Godfather CrazyNine to answer your question, if someone brings substandard blueprints to me they have the choice to either pay the $100,000 and have my architects work on them or to completely walk away. I would hope that everyone member of this thing of ours has someone who, if asked, would be willing to look over and revise blueprints for them, so potential business owners should have every opportunity of having this happen before coming to me. If that is not the case my architects will still not begin work on them until payment has been made.

They are more than welcome to simply walk away should this arrise. However, if they later decide to return with a revised application themselves, I'm not sure I'd fancy holding my breath on that new application being processed. Our planning offices have a hard enough time without having to deal with lazy timewasters. Should these dedicated staff decide to file some of these 'self revised' applications in the file marked 'trash', I can't say I'd blame them.

I honestly didn't intend to cause any annoyance or suggest any ill-will towards New York with my comments. I was just trying to smell whether or not there would be monetary rewards for maintaining a popular business, which is just a method I have seen put in effect in the past. nevertheless, I would like to apologise for this hiccup: firstly to ScreamingButterfly and the rest of New York, and secondly, to my godfather.
