Many people in this life enjoy the trappings of success.  Some people like to wear finely tailored suits, others like to commission bespoke shoes.  Some, it is rumored, have attached wheels to the shoes to make them into interesting sports utensils.  Exotic pets, artworks, money spent on a wide range of status symbols.

The super wealthy of this world have been known to blow millions at the casino or place massive hits on people, essentially just for fun.

But recently it has come to my attention that a ranking member of a prestigious bloodline has been arranging for private transportation across this thing of ours and NOT paying the bill.

Who?  I cannot say, but we must ask.  Can this thief get away with this?  For now, he's relying on the embarrassment of those he has scammed.

Should they remain silent?

Is it ever right to procure a limousine without paying for it?

All transportation must be paid for. Perhaps not by the one who directly uses the transportation, but someone's gonna pay the bill. As I interpret your story, someone did in this case as well and they expect money back from whoever used this private way of transport.

Being scammed is annoying, but if you or someone else feel they have been scammed, they should take it up with people higher up in the chain of command. Monetary scams can easily be avoided by only giving money to people you trust. Don't feel the need to make friends and play Mr. Popular by handing out money to lousy gangsters, even if they are from a respectable bloodline. There are very few cases that justify the need and sense for private transportation. If those arise, a crewleader should be the person that can cough up the needed expenses, or their members if the vault is somewhat empty at the time. If private transport is being arranged outside the family, one must be skeptical regarding the purpose for that transport.

"When people get so full of themselves they feel like they are untouchable. Think they can away with stuff like this. It's not right!" X was almost on the verge of yelling when he heard this story but he had to bite his tongue. Respect was a big part of this thing of ours but he wondered if some of these "Top Dogs" deserved this respect he and his peers were supposed to give them.

What should they pay for? Nothing. If I were a baker then I would have my assistant run round to Godmother Senzas house every morning with fresh bread, if I were a florist I would ensure that her table always had fresh flowers. Anything to show upward respect - and the knowledge that if I should ever find myself in need then hopefully such a favour would be remembered.
