also during the era in which the game is set in is the 1920s to 1930s the real mafia era. During this time police, judges and the law in general were all in the pocket of the local mobsters meaning that many crimes went 'unsolved' so in my opinion bringing in a 'more effective' police force would not benefit the game in anyway and would not make sense from a rp perspective.
