I know this may get a lot of bad feed back but here it goes.

When you wack someones, Sombody somewhere gets a WS? Well if you were a pro hitter, you'd be sure everything was perfect and every detail was right. What I am proposing is a new wack button that can have you stealthed when you wack and so there is a "smaller chance" of a WS being picked up e.g. if you were a very good hitter maybe the percentage goes down to 25%-10% A average hitter 70%-80%, terrible hitter or prowacker 90%-100%. Also maybe we could increase the chance of wack-back, I reckon this wack should only be used in "dire" circumstances or tactical assassinations or maybe used in a planned take-down. 

 

Pros- RP view:Trained assassins would have planned everything and only have a small chance of failing or getting caught, but then again if you get caught with a WS that could be bad for your city :S or if you get caught by the person your attempting to kill you'd have a big chance of dieing.  
 

Mixes things up:It could be very interesting and tactical in wars, or the foreplay to a war. e.g. You are an ally of another city you stealth wack one of theirs, you weaken that city and you could blame it on the warring city, also before wars start this could be well planned and a whole wave of stealths take out key figures in that city and that city is left confused and vulnerable.

Harder hits: For the awesome hitter's who think they are the next billy the kid with their skills, this could be a challenge or next level to train for/with. It could see a lot of hitters die though (:S) as they would (maybe) attempt to do multiple stealths but backfires? 

Cons- Wars: I guess there would be more wars starting with this new feature if the stealth goes wrong, and the city could be left without there best hitter.

I couldn't really think of anymore :S if you could come up with others post them, or if you don't post your thoughts on this.

You would have to put a con in as to why people wouldn't just use this all the time. For instance, Deimne has arguably a cannon, what's to stop him going around stealth wacking every one? If you were to introduce stealth wack then it would have to be based on the persons stealth skill, so that it is something beyond the players control. Basically when you shoot, a 'roll' is made against your stealth score for each WS generated by your kill. Any which are under your stealth, no WS is generated and you are not seen.

To counteract this, a WS should potentially be generated for every 2 active members in the city at the time you shoot, thereby increasing the chances of you being seen if your not good at stealth. The minimum WS generated should be the usual 2 I believe, and they should be distributed randomly or based on the info skill of those in the city.

I.E. Kitter Joe Smoke shoots at Legs Murphy and kills him. There are 8 actives in the city, so 4 potential WS are generated. With Joe Smoke's stealth skill, only 1 of the potential WS are generated, and distributed as normal. Joe Flies to New Orleans and shoots Benny the Ass. There are no actives in NO so the usual 2 WS are potentially generated. Again because of his Stealth skill, no WS are generated this time to be distributed. Joe Smoke goes about his business, unaware of exactly how many people saw him take out his two targets.

Good idea and stuff, but I thought higher wackback would be nearly sufficient but your ellaboration on the idea is great, maybe they could code a stealth class that you regurlay have to train to stop any degration that happens every day so if your seriously considering stealth wacking you'd have to be a high ranking member of the Mafia, but it would cost quite dearly to anyone lowly ranked (idk spit balling here) 1mil? 1.5mil? 500k? 750k? And has the same affects of the shooting range: can't fly, can't shoot, and the prices raise every rank you gain.

E.g. Before Joe Smoke would go about shooting his two (unfortunate) targets. He would have to reach deep into his pockets and pay up to raise his stealth skill so he was still up to date with the new stealth techniques, equipment, weapons, weather etc. And after he'd done this he'd have a higher chance of the Wack actually being stealthed, and again if he happened to fail this the wack back percentage is higher and it would (almost) mean certain death. But if he succeeds the chance of him making sure no one saw, would be an act of faith?

Again not sure how this would be coded just spit balling here.

Pro:

1- stealth attack
2- More work for the hitter
3- less WS
4- takes cash out of the streets

Con:

1- High rankers stealth kills on low rankers
2- No WS so the user who spent month of work on his charachter was killed for no reason and with no WS to revenge him (I doubt he would come back)
3- More gun training wait, more like cannon training...
4- people spending 1 and 1.5 mill on a shot that has 10% to 20% of not showing a WS

hmm... Not sure but I think this Idea should not be implemented unless the WS is sent accordingly to users with high/low sight. and still... not sure it would work.

Personally, i don't like this idea as i don't think many people will. It has many flaws for example.

The whole point of witness statements is to detract from random killings with no punishment. For killing to go punishment free it would drive people away from the game as it would just become a massive free for all with Mass murder in the streets.

Also, i think the wack system is in pretty good nick as it is and is pretty balanced. I don't think we should upset that balance.

We only gave a small chance of a WS not happening, only the lucky would be able to do what you said, but I see your point, but again it's all chance.

Well as far as I'm concerned, the answers to all answers sets are known on a wide basis.

If someone signs up on pure stealth there's a very high chance I would imagine that they wouldn't be seen. If I was randomly killed and nobody was punished a few times, I'm pretty sure I wouldn't come back.

People being able to get away with stuff like that when they shouldn't is a bad idea.
