The Streets are awash with the dispossessed, railing against the major brokers, threatening mayhem and then...  doing nothing, or at least nothing that gets noticed.

What follows is not an attempt to stir people into action.  I actually believe that Disorder is an able, effective and positive influence on this thing.  And I think that the God awful calibre of his opponents confirms this.

So, let's have a look at what's been attempted

What a total waste of time,  seriously.  You'd be better off waiting for his gun to malfunction, something his bloodline has suffered more than most.

Not handing in W/S.

This is quite possibly the dumbest attempt at subversion that I have ever, ever seen.  It's barely coherent.  It makes practically no difference in the grander scheme of things. 

Claiming that Disorder's BGs have been slain when they haven't.

Again, what the fuck?  This is just stupid.

Well, that's a good question, and a fair question.   What would I do?  Think outside the box, have imagination.  Bitching, moaning and complaining has got you nowhere, will get you nowhere.

The latest round of rogues don't have the balls, brains or patience to do anything other that will be remembered next week.

Disorder has this thing of ours firmly under his control.  Yeah, I disagree with some of the things he does - but he wouldn't shoot me for saying this on the Streets.  That's the difference, there's no popular uprising because there's no need for one.

This thing needs order, but it also needs a decent underground.  Just now, that underground doesn't exist.  And that makes me sad, and a little nostalgic.

Aerie was just about, window shopping, oh how she loved to see the new styles and upcoming trends! Then there were the colors! It was summer after all, vibrant colors were all the noise! She'd pause, hearing a rather crazy man ramble on about happening and an underground.

You say not handing in witness statements is the dumbest attempt at subversion and that it practically makes no difference in the grander scheme of things. Then, pray tell, why is it in two cities I've recently visited that I'm being told by the Warden who maintains these records the following..

You see, apparently there are people deleting witness statements and others buying them out for records. Not only that but not long ago, it was found that certain families from certain cities are confronting members of This Thing of Ours; for not turning in witness statements. Also, if I may add, there has been additions to witness statement forms that are handed out in a few Headquarters that request the submitter to provide their name on the form.

It's evident that witness statements--the harvesting, the burning, and recording; are all very pertinent to This Thing of Ours.  

So, I must conclude, your whole concept that it is the dumbest attempt at subversion, to be unfounded and absolutely incorrect.

What effect has it actually had, Aerie?

Well, there's plenty effect, mister Plumber. People are put on "The Radar" for not making submissions, while others are caught under reporting just how many times their weapons were used in acts of violence. You see, this creates a tougher, more stringent environment in which the "Underground" would have a harder time operating within.

I'm sure you see it now? Don't be daft. There's already been talk of this and proof has already been laid out for you, here now and previously in other speeches.

There's only one underground organisation that's worth joining and that is called S.P.E.W.

There is also going to be an attack it just depends on who will be attacking. If it is a rogue you need to look at the lack there or the surplus as the reasoning why they are doing it.

If there are no rogues maybe we need to get a little more rowdy and make things crazier, if there is a surplus maybe we are doing things right. Who knows these days.

The witness thing.

I wouldn't say it is "the dumbest thing ever" but equally it isn't pulling up any trees either. It is a minor inconvenience which is going to result in slightly more work for people than using the system we were before.

Whilst this is a shame, I'm not having to talk Disorder down from jumping off the HQ roof because of how terrible it has become. I guess the malcontents could consider this some sort of victory in that we've had to adapt our policies, although I suspect they will dislike the new system more in weeks to come.

We are all already "Underground"

But I know what you are referring to, you're talking about all the random ass rogues that pop up from time to time. If I were to guess, I would say the reason why we don't have a lot of those anymore is because nowadays we have muuuch more order than what we have seen under other regimes. I have told this story multiple times but it is important to get the point across in my opinion. Long ago my ancestors had a problem of dying over and over at very young ages, why? Because there was no order. People wiped entire crews and innocent members just for the fuck of it basically.

I would say we have had the decline in rogues simply because people now feel safer, so why bother?

My other theory is that maybe people are just lazy and don't wanna put the work in to become good hitmen.

Anyone training a gun that isn't directly loyal to Disorder (and even some that are) get shot before they can do any damage. He's done it every few weeks for five months.

This is one of the most glaringly idiotic speeches I've ever seen. This world does not need a "decent underground" and will likely never have one again.

"If I'm honest, I'm fed up of hearing these constant complaints about how this way of life is, so I'm really not gonna go into huge depth with my response but I suppose I can spare a few moments.

Everyone who is disgruntled on how the person at the top "controls" the way this world works must surely be forgetting... You're in a criminal atmosphere. You're moving in circles where organised crime, murder and extortion is exactly what we all thrive on and what we all come here to do. I really cannot understand how people who are doing the exact same things can get upset that this is happening around them? What makes it so okay for you to murder, extort and thieve but because the guy at the top is better at it than you, he must be stopped?! How is it any different to what we are ALL doing on a daily basis? 

This isn't even in defence of Disorder directly, either. Every single regime that makes it to the top is better at it than the guys below them - until someone comes along and takes over. Is this not natural evolution?

What so many mobsters these days seem to forget too, is.. There are quite a large number of people around at the moment that could very easily change the tide of this world. There are plenty who could change who is at the top - however, they do not. They still remain loyal to those at the top. If those at the top are such big and bad arseholes and terrible leaders, it begs the question why these people haven't got rid of them yet...? There is clearly some strength in the Leadership, else they wouldn't be Leaders.

The majority of those complaining seem to be those who are directly opposed to those at the top and are being murdered for it. Well, be honest with yourself.. If you had a big gun and lots of control and someone was badmouthing you, I'm pretty sure you'd shoot them in the face, too.

Stop trying to gain control of this world. There really is no need for it. Just enjoy the life you're here for - the mobster life. You really don't need to swing your dick around and attempt to become top-boy to enjoy it."

I've never understood why people speak so incredulously about how Disorder operates. As if, after being around for months, there's some difficulty or achievement in directing the top ten guns to kill the highest-ranking people outside of his clique. People who barely even threatened him, much less his whole regime. Is that supposed to be impressive? He just cleaved a third of his own city because they weren't with his "group", while Chicago continues to be a monstrous joke.

This is patently false. This world is designed to support and maintain people at the top. In order to kill the people at the top, you have to work for the people at the top. In a world where every leader is a subordinate to one man, it's a waste of time to try and "train up and do something about it," because no matter who you work for, you're working for Disorder. And if Disorder wants you, your crew, your district, or your city dead, you die.

No one who can challenge or threaten this regime will ever be given adequate time to do so. Therefore, it is a waste of time.

"I'm very sure people said this about the same regime..."

Pollution pauses a moment.

"And the regime before that..."

Pollution pauses again, thinking back to the more historical journals he'd read.

"Y'know what.. The regime before that, too. Are you sensing a pattern, here?"

Pollution looks at the remains of his bottle of whiskey and checks the time.

"My apologies, it's very late.. and clearly, I've had too much drink.. or perhaps not enough. What I mean to say is.. I'm very sure people said that same thing about the LAST regime."

Pollution swigs the last of his liquid.
