Do we think the Hitlist works as intended?

Currently, I see it as a way to get Tyler to shoot at a person, or drain the target persons funds. Sure, it heaps pressure on them, however I feel that the Hitlist should be used in a way that actual hitmen can chose to take the job or not. Currently, if someone wants to take up the offer on the table, it would have to be a high ranking CL, City Head, Game Owner who knows that they can take the shot and there not be repercussions. 

So why doesn't it get used as intended? Why are the shots only taken by those who can 'poo poo' any challenges? 

Fear of getting caught. That damn witness statement. 

So, say you take the shot and it is witnessed, however before the witness is allowed to see the name, they can then be offered a percent of the reward not to see the WS. There is then a little back and forth between the two, maybe 2 rounds of bartering, to decide on a price to see the WS.

So:

- Shot is taken

- "You witnessed XXX being gunned down, the shooter has offered XXX to look the other way"

- Witness knows the kill earned at least four times that amount, so raises the amount.

- "The witness has refused the offer, however would like XXX"

- Shooter repeats with a counter offer, before the final decision is made.

- "The shooter has offered XXX to look the other way"

- "Offer accepted, you leave and keep the identity a secret" or "You refuse the offer, you witnessed XXX WACK! XXX"

Now I'm not entirely sure mechanically how this would work, but perhaps a time delay is in place following the shot which, after elapsing, the offer is removed and the WS goes out as normal. 

This is all taken from of a previous suggestion of mine in that you can offer to bribe the witness not to see the statement for any kill.

- "You witness XXX being gunned down, the shooter has offered you XXX to look the other way"

- You can accept it, which will send out different personals to city head/CL/or random city head to advise what has happened. As below.

- "Rumour has it a bribe has been accepted by the city of XXX" or "Rumour has it a bribe has been accepted by someone in your crew!"

- Or you can decline it, and just get the WS as normal.

All of this opens up new dynamics and opportunities, as the amount of money you're will to kill for, or pay for a kill, could be a game changer. It also forces moral decisions, situations where you have to hide potentially millions of millions of dollars to remain unsuspected of taking that bribe.

If I understand well the proposed concept, to paraphrase it, it sounds like:

-Be a rich anonymous coward, make zero efforts since you rich, find some fool with some efforts behind to build a big gun, and coz he is in need of fast cash, and then blackmail the fool in question?

Or did I get something wrong?

What about on the wack screen, you have the ability to put in a Bribe dollar amount.  That money is taken from your account.  You press wack.  When the witness goes out, its modified to not show any information other than you witnessed an attack, and you are being offered $XXX to keep your yap shut.

The witness can now look at the obits and match up times and see who was killed.

If the witness accepts the bribe, he gets the money.  If the witness rejects the bribe or the bribe times out after... 1 Hour(?) it then converts to a regular witness.

I think buying your way to anonymity should be expensive and unreliable.  The above sort of satisfies my concerns.

Personally, I am a bit torn on this suggestion.

On one hand, I think it's a really neat way to get the hit list used. I like creativity in this suggestion.

On the other hand, having been recently on the hit list I would hate to see it so easy to peg someone off. I mean with so many petty grievances and group hatreds that go on at times this would really suck for some players.

I guess I am on the fence.

Anonymity I find is when potential game changing decisions are made. Depending on who the victim is, we'll find ourselves in situations where the question being asked is; Are your morals or loyalty to your crews cause mean more to you than the number of zeros on that bribe?

And agreed Squishy, I believe in most cases the bribe will not be accepted, unless it is someone of considerable stature,  however I would expect to see a large sum of money attached to that shot. That is a consideration of the shooter.

There should also be a risk in accepting a bribe, so some sort of indicator as to which city has been bribed, or a message to the CL that a member has accepted one could be used. 

This all then adapts and changes how we use the 60 seconds list. Who was online when it happened? Do you attempt to bribe when there are lots of people online to hide the shooter or few to identify the person accepting the bribe?

I really like this idea. The hitlist seems rather useless in it's current design, a way to make it more useful would be pretty great.

I meant "Witness raising , witness accepting, witness refusing" sounds like witness is blackmailing.

Now You didn't say you did not understand the other parts of my reflection, which I want to make more clear there: What is the risk for the lazy rich zero effort poster of the hit who puts hit-listed person, hitter's, and witness' life in danger in the most simple case?

To further reflection, what is a witness worth? What are the chances it's not one of the quad agents of the hitter, or one of one or more of his friends' quad agents who get the W/S. Or even in other simpler terms, what prevents the poster of the hitlist to be the hitter catching the W/S directly or indirectly? And then, why even attract attention by posting a hit on the hitlist, if wanting someone dead?
