And get some new leader variety, about time that starts to happen.

Not sure if over 10 years of the same people leading is good for ones mental health.

Maybe start actually investing in those who work under you. Beef them up a bit, instead of hogging most of the money to yourself.

Teach people the ropes of leading a district or city for once if you really want some variety.

Otherwise, you'll never get any change, and the same people with the same regimes will always be in charge.
