Squishy, personally I think this is a bad idea, especially with the current regime, now I am pretty sure people will struggle to get past 60 days at all as they can no longer use witness statements

Only the killing of a CA will generate a witness statement.

Will there still be a WS if the CA is turned in to a RIA?

Have the kill page in a separate tab for the slower clickers. For me its just click to the other tab and press enter.

I did not forget mine and it was stolen. So its not only when they are forgotten about.

I too have had 2 stolen from me today alone, and I was watching my timer and in the time it took for me to click on the freshly open M timer, my MIAs were already dead.   I know Cherry and I aren't the only ones having this issue. 

I could be wrong but I'm sure there is at least a 30 second window after the MIA turns where only the person who bought it can see the profile. Perhaps this is what is meant by "forgotten about" when it's not killed within the time where it's only viewable to the purchaser and when it becomes public.

Personally I've never had an MIA stolen.

Just a note from the confirmation screen when purchasing an MIA:
This will create a publicly available MIA. 
It will automatically rank up to gangster and be killable less than a minute from now. 
You will be given the name and location of the MIA. 
Despite this, there is no guarantee that you will get this kill. 
In other words - this thing will automatically turn gangster very shortly, fly to the target, check the start time, and get ready to pounce.

I've had an MIA stolen from me as well. Not cool to have it stolen from me when I'm the one that purchased it. Yea, sure, it's only a dollar, but it's my dollar :)

It would be nice if when we spawn an MIA, and someone snatched it before a certain amount of time, we could see who they are (perhaps a w/s that comes with it) so we could give them a good spanking >;)

 I don't have the vision to see them in locals, but if you I'D scroll... you can see their profile as soon as they turn. I know because I tried it by refreshing on the message, "This is a new MIA it will be viewable in a few minutes" and I could see as soon as it turned gangster.

Strange as I did the same thing yesterday and the profile only showed about 30 seconds after turn time and most were dead by the time the profile was publicly viewable. 

I just tried again and the profile was visible after 6 seconds so it seems inconsistent.

Perhaps it should only be publicly visible 1 minute after turn time.

But again like the confirmation states there is no guarantee you will get kill as it essentially devolves into pay-to-win (which personally I feel the game has become anyway). The intention of MIA's is you are still meant to "race" for them but there is code put in place that all but guarantees the person who purchases gets the first shot off.

There should be no witness statements whatsoever. Besides fams kill within to make room for hands and authining and fon't ask for a WS
