After meeting with the Godfathers of New York and Los Angeles, I am now the acting head of Chicago and responsible for the city. As a result, I have decided to employ the following policy regarding this thing of ours within Chicago:

Chicago is now open to any individual who would like to start their own family.

But like everything in life, there are some accompanying requirements to this which must be satisfied in order for you to take advantage of this opportunity:

- You must have the permission of your crewleader to leave their family.
- You will pay me $2,500,000 up front before you setup your headquarters.
- You will pay me a weekly tribute thereafter of $2,500,000 + $100,000 for every member above Made Man.

What this means is that you will be the head of your own family in Chicago. You will be the supreme head of your family and you will answer to nobody directly. How you choose to deal with the other families is up to you. How you choose to run your family is up to you. How you deal with the other leaders within your city is up to you, but you should realise that I will expect you to foot the bill should you remove another family that pays tribute to me.

If only one person takes me up on this opportunity, then they are effectively the head of the city and are free to make the rules within their city as they choose. The only thing stopping them from doing so is the reaction of the families within and outside Chicago. Nothing is forbidden, nothing is not allowed and the only thing stopping you is your own ability to pull it off.

I would of course expect that if you angered leaders from another city enough that they feel the need to bring it to my attention as the steward of Chicago, you will be quickly removed.

Nobody will restricted from this opportunity other than satisfying the above criteria. If your leader allows you to leave, you pay me $2,500,000 and then your weekly tribute at the level specified, you can run a family in Chicago as of right now.

My door is open if this is something you might be interested in taking me up on.

Thats a great idea nice to see Godfathers find new creative ideas to help new faces in the streets, Im looking forward to seeing how this ends up. Id imagine it will be costly to pay the tribute and the Tax for each Made+ while trying to expand the HQ and getting protection. Not impossible at all but will take alot of hard work.

A decent crew of 20 members can comfortably generate in excess of $5,000,000 per day, but even assuming they are rubbish, it is still easily doable.

With every member in a crew of 20 ranked Made Man and beyond, to afford the weekly tribute they would only each have to make $225,000 per week. Now, I'm fairly certain even the weakest Made Man will generate more than that and if they aren't, then they don't deserve the rank you've bestowed upon them.

In fairness to Godfather Gwarble he has had his own family for some time and would have a fairly decent handle on what a family could be earning be it in Philly or LA on a weekly basis. He should therefore be capable of coming up with a competitive figure for running a family in chicago.

Hickey is the first individual to take me up on this opportunity.

Firstly I would like to congratulate Gwarble on surviving yet another hellacious war of the 8 cities, and on his inheritance of the city of Chicago. I like this concept rather than just auth'ing away the city to one of his underlings. Godfather Gwarble has the know how and business-centered mind to pull something like this off successfully. As Whodidunikabollokoff said before, this is not the Godfathers first rodeo and he will keep a handle on things. I do not see any headaches stemming from this in the future, or nothing big enough that he cannot clean up himself. I think this is a win/win for everyone involved. Gwarble gets to make a bit of cash off the land he fought hard for, and people can try their hand at auth so long as they keep their payments current and abide by our codes. Mafia economics at its best.

Secondly, congratulations to Hickey for being the first to sieze this opportunity that Gwarble has laid out. Best of luck to you and your future family.

Without trying to rain on anyone's parade... why are we congragulating Hickey?  Now I have no idea who Hickey is, and Im sure he/she has no idea who I am.  So Im not here to call him or her out and say she is unqualified as a leader because A) That is not my call the make and B) as stated I have literally never said nor heard a single thing they've had to say.

While I do think this shows Gwarble to be very smart as it will give him another nice income, and it gives someone a chance who may not have been able to get authed otherwise, I don't think paying your way into leadership necessarily deserves congragulations.

I also have mixed feelings on this concept. Overall I side with Stacks.

As you look at it, its a great investment for Godfather Gwarble. As Stacks said before the Godfather is very intelligent. Perhaps the reason why he's in the position he's in currently. If you really look at it, this has to be the hardest task to take up. Setting up a headquarters... You literally have no one to run to but your own new founded crew. No one to help you along the lines if you are attacked, if you can't afford the weekly tax, who are you really going to run to?

There are literally countless problems you may or may not even run into it, but the fact is you have no one to back you like you've always had before. I say good luck to Don Hickey. And to any others willing to do this.
