It's one thing to say no. But give a valid reason instead of just being rude.

If a crew wants "subcrews" they can use their sponsors to run them.

If a city/district wants "subcrews" the head of the city/district can refer to the crews that set up under them as subcrews.

There was no need to say that so rudely...

Many moons ago, CL's made sub crews manually and they would compete against each other. Every new member was assigned to a sub crew. They could still do this. It doesn't take much effort. Coding isn't needed, just a CL who wants to keep the crew active.
