Wilde danders to the to the corner of the Streets.  Not seeing a single eye-catching man, he sighs, wondering why the Streets have been so dull and uninspiring since a few days ago.  He sashays onto a box and begins to speak.

"It seems to me that the recent contest aimed at praising and rewarding works that already exist is the most effective way to raise the standards on these Streets, which, because of Chalk and Connor_McManus, have been lower than the knees of a vagabond at Chalk's feet.

So, at the moment, we have SamAdams producing a high quality newspaper.  I'm going to bar his publication from the contest for reasons that are twofold: firstly, it would be an unfair advantage - he is contemporaneous, the others are historical.  And secondly, he is part-funding and judging this contest.

"Thank you for the opportunity to help in the judging of this great contest. I'm genuinely excited about seeing the great papers of ages past! I think this is a great idea of Wilde's, since it requires no work of the lazy suckers in the Mob right now, except maybe digging through your stack of old papers for a few minutes. 

"This will also give us the opportunity not only to celebrate the writers of times gone by, but also the chance to read of the great fighters and leaders of those glorious years. Hopefully this contest not only provides recognition and financial help to the editors' descendants, but also lets us learn about and be inspired by the figures that led a Mob that, in my opinion, was much more respectable and successful than the one we have today.

I'd like to nominate The Mafia Newspaper by Melvin.  Possibly one of the best newspapers I have ever read.
