Why would City Hall, the entity responsible for printing all of the money, want another $500m to add to their limitless piles of money? That doesn't sound like a good cause to me. 

I think a good cause would either be helping out someone less fortunate or someone particularly disadvantaged, such as a semi-literate psuedo medical professional/satanist perhaps. After that, I would think something that everyone could enjoy would constitute a good cause. A community project if you will.

I have a few ideas in this regard, some contests, some more conventional options:

A contest to see who can visit the most businesses and tell as many stories as possible completely unrelated to that location - Peter-Gangi is a bit of a pioneer of this work and would likely be a good candidate to join a judging panel as an expert.

A challenge to decipher things WhyBother says - A simple enough premise, give WhyBother a platform to speak normally and then everyone has to guess what he means assuming his mouth was not permanently full of dicks. 

Once upon a time we used to have great newspapers like the Mafia Tribune, The Star Examiner and Mob News. Bring something like this back to the Streets with paid writers if needed. There could also be a storytelling section; since people really seem to enjoy listening to these, I bet they would love reading them in print form.

Finally, perhaps the money could be used to trigger some actual involvement in the streets. Starting from X time, whoever brings the most people to various discussions and generates some actual interaction and engagement takes the prize. Bonus points for getting those older statesmen and women who have been lethargic for years out of their boxes.
