A hand had under 1 hour of play time, which triggered Manhattan NPCs, however, when factoring in their previous character which had logged in 6 days prior and spent 4 hours playing, it put it in a grey area of playtime in the past week.

The current NPC spawn has been disabled but left there - they will not be attacking but can be attacked.

In the future, the play time needs to be earned from the existing character, not counting previous characters.
