I know what you're thinking, what do these cities all have in common? Currently they have nothing in common other than the fact Detroit and St. Louis are vacant and have been for some time now, something that will change very shortly.

As we are all aware, we have recently been through some very troubling times on our streets and have seen the loss of Godfathers, leaders and the loss of entire cities for a number of reasons including negligence and also rumours. Almost a month ago we saw the demise of Philadelphia as we then knew it, the reign of LottaBEssen would be no more. The very next day we saw the end of Stallion and New York serving beneath him by the hands of Godfather Hound and St. Louis, and later joined by Chicago but that is a story for another day. Three days later came the fall of St. Louis including Godfather Hound.

At this point in time I got together with Godfather JesseJames and discussed the position we were in with only another city running besides our own, Las Vegas. We came to the decision that it would be our intention to open another city with a new auth from each of the three cities, Chicago, Las Vegas and New Orleans. Unfortunately, in more recent events we saw a rather strange incident involving the late Godfather JesseJames. One of the stongest men we have seen walk these streets if infact he wasn't the strongest. PizzaTheHut took a step up to the plate almost immediately afterwards and agreed to continue the plans that I had made with JesseJames a little while earlier. PizzaTheHut didn't make it very far after the death of his fearless leader, we saw things turn sour after his suicide only five days later when conflict hit between EveValon and Monet.

Like I have said, we have seen all this unfold infront of our eyes in a very short space of time. Something which would not have been thought possible only a few months ago when we had mobsters walking our streets for a previously unseen length of time. As things appear to settled after recent deaths, I called a meeting with the head of each city last night. Clarity, Monet, Sinfest and I sat around the table behind my office and discussed at length a few changes that we are going to see shortly in a joint effort to turn things around.

The first point we touched on would be around the newly turned Gangsters we see walking around, still wearing their -48 badge. In recent times we have seen examples of -48's in the obits with little said or done to punish offenders. A good example of this is when we saw a couple of incidents in Philadelphia surrounding LottaBEssen and her Boss Africanus found guilty of killing a couple of innocent Gangsters, cutting short their effort of finding work in our cities. For as long as I can remember, there has been a severe punishment for anyone found guilty of this crime. We have all agreed on a uniform punishment as we move forward in a group effort to enforce the high standards previosly in place.

Following on from this, we saw the topic of Las Vegas and empty cities to be discussed. I introduced the plans that I had agreed with Chicago in previous weeks regarding a mixed city, outside of our borders. In an attempt to diversify and expand our cities, we have agreed to send one new auth from Chicago, New Orleans and Las Vegas as previouly planned. The offer has been extended to New York and Philadelphia as we are aware they are not as established as the other three cities and may want to expand within their own duristiction before looking elsewhere. Both New York and Philadelphia have provisionally agreed to send a member there, we should expect to see the chosen names from all five cities this Sunday and we will see them in the city of Detroit no later than Tuesday. The leaders from Las Vegas will all need to agree on one of their members to send to Detroit, they will all receive notification of this from myself personally. Again, a decision needs to be made by the end of Sunday along with the other cities.

Detroit will be created with no immidiate city head unless the occupants can agree on this between themselves. There will be no further auths within Detroit for the time being, they will be made to play by the same rules as the other cities have agreed to continue, a maximum of four crews in the city as was agreed before. Obviously Detroit will start with five crews, but will not be able to increase this number and if/when they fall to 4 crews they are subject to the same rules as elsewhere.

The last item on our agenda was Las Vegas and St. Louis. Over the past weeks, we have seen Animal take Las Vegas to new heights and we have seen a level of stability previously unseen under the trials in the city. It is obvious he has built a solid family around him, probably stronger and more stable than anyone would have imagined when it was announce Las Vegas would open under the rules we see there now. As a result, it has been decided Animal will take his business to St. Louis to continue his fine work elsewhere and pass on some of his knowledge to a new city. He receives the full blessing from us and is free to do with the city as he sees fit, provided they sit within the boundaries of a four crew city. We will see the move take place at the end of this week, with Las Vegas to continue as they are under the same conditions as before, with a couple of ammendments. You may still only transfer into Las Vegas from elsewhere with a protection level of Very Well Protected or less. Once in Las Vegas you may not demote to increase your bodyguard number, you can however purchase as many as you wish when making a fresh start in the city.

Plans have been set aside for Los Angeles, but will remain closed for the foreseeable future as we see other cities grow in size first.

Meetings will be held between the city leaders every couple of weeks as had previously been set, news will filter down as needed in a similar fashion to what we have seen today.

So Basically, Animal can go to STL and become acting city head. One of his powers to to auth whoever he wants. So what is to stop him authing 3 of the remaining 4 leaders in Vegas to work alongside him in STL? Leaving 1 remaining famil in Las Vegas

Animal will go to St. Louis as the city head which I have already discussed with him. One of his powers there is indeed to auth leaders under him as he sees fit. He will ransfer to St. Louis as a result of the strange scenario we have found ourselves in recently, with more empty cities than those with occupants.

Las Vegas was never intended to be city where people could join, buy a HQ and then leave to go where they like. A couple of individuals came to me earlier to seek clarification regarding the matter. Both were advised that Animal would be leaving to St. Louis with his members and the leaders in Las Vegas were to stay where they are to continue their work. Vegas will remain open to anyone whishing to enter, provided they have the blessing of their Godfather or city head.

These are wonderful news. I'm sure many, many of us are glad these announcements were made. All changes in the right direction it seems. Happy to see all city heads together coming up with strategies to improve not only their cities but our world as a whole.

And a lot has happened, but i am pleasantely surprised by this news. Yes, Animal's effort in Las Vegas has been noticed by a lot of people. I myself has heard great things about this man, i am sure St-Louis will shine again as it did before. I am also looking forward to seeing this mass of new leaders setting up into new territories. But most importantly... i would like to thankyou Godfather Stamina for comming out in the streets to bring us all of this news of our near futur. This shows that the love of your people and collaborators of the other cities is never ending. My thanks also goes to the other leaders of the cities that has agreed on this. This is a great era we are walking into, and i feel like cities will blossom and everyone will be happy."

May I just say that Animal will do great in Saint Louis. This man has made his mark on Las Vegas, and brought the kind of stability to this place that very few had expected at such an early stage.
