I guess the Godfather council are the judges of what is considered as outside interference, personally I'd consult my own crew's rules before considering the action and approach anything with great caution that I'm not 100% certain about.

To me they could appear to be an unemployed bum waiting for a bullet, but they could well be an instrumental figure or hitman within Las Vegas, and their death could prove pivotal to someone's success within the city...
