Clarity had left her headquarters to make her way to the streets to inform the mobsters of the recent meeting that had been held by the city leaders. There wasn't too much to inform them on, but the matter at hand was very important.

Having arrived at the place where she had informed everyone that she would announce the news, she looked around to see a few faces and a few more heading over.

"Hello, fellow mobsters, today I am here to inform you of what the future holds for the empty cities."

Pausing she took out her papers and had a small sip of water before continuing.

"As many know we are doing our best to bring life back into our cities. With Las Vegas being open to anyone to set up, as long as their leader approved, Detroit being open with auths sent from each city, and Saint Louis was going to be open to Animal. Yet, as many know a few things have happened since that have made things comes to a stall."

"With that we have decided upon what we are going to do with the open cities. In time they will be brought back to life and this is how it will be done."

"Both New Orleans and New York will have their own city to auth into. That will open up two cities to be repopulated and built back up. Currently, which city goes to who has not been discussed and will be learned at a later time."

"This leaves one city open. Both Philly and Detroit are being rewarded with a city that they can both auth into. Seeing as they are very new cities, they shouldn't worry too much about being rushed into sending an auth."

"Our hope is to take a few steps forward rather than a step back. Thank you."

Clarity kept her speech short and to the point. Nodding her head she then walked off to head back to work.

Smiling she looks thinking how profits of her export business will pick up with mysterious packages being transported round the country.

Busy cities are good for everyone and create extra employment and choice for people landing on these shores.  I look forward to seeing the candidates who come forward for the new cities as i look forward to an extre few notes in my pocket,.

Odysseus overhears Clarity talking in the streets and stops to listen.

I think having exsisting cities be able to auth into other cities is a great idea. It allows auths to almost be forced to have to stand on their own two feet, all of their responsibilities and mistakes fall directly back on them. I'm looking forward to see who takes advantages of this wonderful oppertunity.

Lil Wayne is walking past the Charity catches his eye so he stops and listens.

"Its good to hear the empty cities have bright future ahead of them and am sure leaders of Philly and Detroit will look after the city they are handed. Thank you for informing us and I wish Detroit and Philly all the best with there new cities."

Lil Wayne Heads back to the local bar.

Zombie was a bit out of the loop. One couldn't really put fault on her for that, she had after all, just woken up from the dead a few days ago. Today though, she was going to change all of that and make an effort to go out and public and not eat anyone. At first she just wandered around the streets, cursing to herself that she would resist the temptation of the voice in the back of her mind telling her 'braiiiiinnnns'. To those passing her on the sidewalk it probably seemed like a good idea to put her in a mental hospital or a morgue.

Just as she caught a sweet scent on the air of small child, the younger the person the better then flesh, a new voice continued her starvation and saved her a trip to jail. To get to that voice however she'd have to cross the street, so she did what any normal person dead or alive would do and darted out in front of traffic. Of course she was hit by a car.

Well, today is just not my day.

Zombie grummbled to herself as she picked her dead self off the ground. She looked down at herself and everything seemed to be intact until she realized all the skin had been scrapped off her left knee. As she was checking out the damage a horn was honked and the driver that had hit her once was aiming to do it again. She scampered out of the street and towards the gathering crowd.

Life! How very exciting and tasty.

She irrupted in the crowd. Looks were swung her way, either for what she had said or the fact that her shoulder was all the wrong way. Zombie immediately adjusted and continued.

Tasty, as in satisfying, as in... fulfilling.

Her train of thought wasn't getting much better, well, it was, it just didn't sound like it.

Fulfilling as in accomplishing. Stop looking at me like that.

She shot the man standing next to her the stink eye.

It will be very exciting to see these stale and empty cities be back from the dead. Trust me, I speak from experience. Not the city part, the brought back from the dead part.

There  are many great mobsters in this world, it will be interesting to see who takes the reigns and leads there city to greatness, we can only hope this is a positive move for everyone, only time will tell!

Chris listens as Don Clarity tells the masses about the future of the abandoned citys, After She has finished speaking along with a few others Chris Steps forward bowing his head in respect he starts to speak.

Don Clarity this is indeed great news and warms my heart to know that the city heads can come togther and address a matter that most on these streets, Think has not been addressed To see the eight Cities thriving with activity is somthing we all want.

Chris bows his head again and waits for the next speakers

Santino thinks back to the stories he'd heard told around the dinner table when he was just a small child.

Wonderful tales from previous generations of his bloodline, great uncles and beyond travelling the great cities of America, many of them thriving and opportunity abound.

Don Clarity, this is wonderful news. May our streets be full and our businesses thrive once again.

Your vision is one that many of us share and I wish all those involved the very best of luck in their endeavors.

"It has been a long time since every city had some sort of occupant. Not only will new found competition from other cities be good for business but hopefully it will bring growth in general population that most in our society have been wanting to see." tnaryT thought to him self.

Sammy, whose father had been involved in one of the recent wars, smiles softly.

"It is good to see that after the wars of late, the people in power are noticing that there are empty cities, and are doing something about it. It's nice to see some development happening."

Of course it is never a obligation of the leaders to tell us smaller guys what is going on with the empty cities. It is always up to those in power and them alone.

But it is always nice to know what the future holds for this thing of ours. I for one, cannot wait to see who steps up to take the reigns of their own family in another city and see what they can do with it. It is also great that our future will be full of growth and hopefully success.

I'm sure our leaders *always* noticed the empty cities... You';d have to be blind or dumb not to notice them.

Kanye sparked a joint, as he listened to Don Clarity's speech.

After she had finished, Kanye took some time to approach her, and give her a hug.

Nice speech Don Clarity! It's nice to see that there are plans in effect for these empty cities. Soon the cities will be filled, and we will see more growth in this thing of ours. Much respect to you, and to all of the current family heads. I see you all are trying to work together to make things work.

Kanye hugs Don Clarity again, then sparks his joint, as he enters his car, and drives off.

What a good idea. I can't wait to see who steps up to the plate for these auths!

I am more then happy to hear that these cities will not be left for ruins. I am sure whoever does get the chance to work in them will bring them back to their glory days.

I am anxious to see how it all turns out.

Sneaker hears of Don Clarity's street speach 15th hand. She nods as she listens to the report. She wishes all the bset to the future CL's who will venture out to make this thing of ours that much better.

doogle stands near the back of the crowd and sips coffee as he listens to the speech. He waits his turn as mobsters thank the speaker and carry-on with their days. As the crowd begins to disperse, he takes a few steps forward to address Don Clarity...

Don Clarity - first, thank you for informing the public on the events that will soon take place. I do have a question, and a few comments if you would like to hear them. So, New York and New Orleans both get to expand to two of the three empty cities. You mentioned that Philadelphia and Detroit are also being granted the opportunity to expand to two of the three empty cities. That is four existing cities attempting to expand into three empty cities. I can't say I completely understand your speech - is one city going to remain open after this expansion?

If so, we have four cities sending representatives into two separate cities. It is assumed that New York will send a crew to city ABC and New Orleans to XYZ. From there, where do the other Crew Leaders from Detroit and Philly go? Do they join ABC and XYZ, or do they take the third and last empty city...

Further, if cities are to again send their best to embark on their own journey, how are we to determine the "city head?" I believe we are doing cities a disservice by forcing former rival cities to not only cohabitate, but peacefully choose who is more capable of representing their new city. Sure, they'll agree on a city head, but how long will those not chosen (by the community or otherwise) sit as their discontent brews inside? We just may see another RickJames incident. If I sat at the table when this plan was discussed, I would have respectfully suggested that a city head be appointed and any subsequent auth from any other city understand their place under their new leader. I may also suggest that the smaller cities continue to build on their population before even considering expanding across the country.

 Sweeney was skipping across the streets with his pet frog Mr. Albert along to his side. Drinking his mysterious drink of Mtn Dew he finds himself near New York leader Clarity. He picks up Mr. Albert and puts him in his coat pocket near where he stashes his drugs. Sitting on a nearby bench, Sweeney places his elbows on his kneecaps and leans over. Hearing the speech he is notify about the future of the cities. He stands up understanding the rules of the future and begins to skip away. New York looks bright. Can't wait for what comes.
