well i know many people who's bloodline always goes on BOLD suits and others always become as slanted one, it simply because they fit that suit but as year passby there are new bloods that been authed for this suit and they all do great works, but not all others take the advantage and others do their best to fit on that suit.

as for the others who never been in the bold suit or slanted one i know they are also doing their best to get there you will get your shot someday to be in that uniform.

in regard to the original question, people should earn a bold suit not just have it given, Unfortunately this will not always be the case as we all know how society works and often the same recycled leaders come to the top for better or worse.
