Just an alternative idea, that may be a little more interesting.

once you receive a witness statement, you keep your original choices,

sell it too the warden, use it to reduce time in jail... 

Or...

sell it back to the perpetrator...

you can a) sell it with an approach for x amount that you set...

or b) you sell it back anonymously for a low fixed fee...

this then sends a personal to the culprit and if they deem it necessary to hide their actions, they can pay the witness off...

obviously there is a risk for the witness if they negotiate on it openly... But the chance of a bigger pay off.

does that make sense?

How I missed that thread,  I am unsure, but I love the concept.

Perhaps my input would have been to offer an option to "blackmail" the shooter before putting it on the market? 

In essence, that was where my logic was going. 

But nice touch on the "new ideas" and great it is all shown in the public domain.
