Madara, after using his connections, namely some racy pictures, had convinced a very corrupt mayor to allow him to give a public speech in front of city hall. He stood behind a podium at the top of the steps with microphones covering most of his mask. only the top edge and single eye hole was visible. His throat was already clear but pretended he had to "AHEM" because of his throat anyway.

Greetings, all. This evening, the crew leaders of each of the cities convened in a coffee shop meeting to discuss the present and future of those cities, with a focus on peace and rebuilding.

We hope that everyone has gotten some rest and are taking care of themselves properly. We're all aware of how exhausting war can be, and you shouldn't forget to eat and sleep properly.

During the meeting, a number of things were discussed. As you might expect, there was a priority on asserting a protection order for ALL uncrewed members of our society.

Firstly, we all agreed that all unsponsered mafioso will have seven days to find themselves new homes. If you are four days or older, you will be given until you are ten days old to find a new home. Every attempt has been made to expand and acquire new HQs across the cities in order to accommodate the many mafioso who are still unassociated and without a home.

Which leads us to decision number two; as many people were frantically trying to dodge gun fire throughout most of the weekend with their lives in danger, they sought shelter where they could for protection and survival. We understand that there will be mafioso who are still loyal to their city but have ended up in other cities, for whatever reason. Perhaps some simply feel without their friends they do not wish to stay where they are.

Mafioso who wish to transfer from one family or city to another, providing they have requested this from both leaders, and both leaders have made an informed decision and accepted it, will have seven days to do this.

Madara takes out a curly straw from inside his cloak and places it into a glass of water then sips at it, his throat was beginning to feel scratchy. He then clears his throat again "Ahem" only this time, it was genuine.

He paused to allow people listening from their radios, and for the onlookers watching the speech being given, to absorb what had been said, he then continued.

Auth speeches will be given by the crewleader who is giving auth to their member. This is partly to maintain a traditional sense of how we do things in the mafia and is also for the purpose of minimising confusion around the risks of potential rogues in our midst.

Madara takes another sip of the water before continuing on.

As part of the discussion on where we go moving forward, the topic of the occupation of the cities was brought up and agreed upon by all members attending the meeting, with no objections raised.

Madara motions to some of his bodyguards to start handing out fliers with the information and to post them on the public information boards.

For those of you listening in on the radio, these leaflets are already being distributed where you are, so you can find them in the usual locations.

Not much of a traitor when your own "Leader" talks shit about you. What kind of loyalty would you expect then? If you don't treat your members with respect, you won't get much in return. It is a two way street.

 "Interesting, i like these changes and i hope that all of the crew leaders in charge are on the same Paige of this peace and rebuild time, We all know we need it, there has been to much blood on these streets these past few days, I am interested to see how long this lasts and hope everyone is prosperous in their new found homes."

With that King sees a car pull out in front of him, a man in a black suit ushering him into the car, He gets in and within the moment they was speeding down the street.

So you being city head of CH would trust someone to be a hand in your city who already violated that law. Whose to say he wont do that to you as well? People with no sense of loyalty dont belong in a hand position and you know it. I know who he is and i know his bloodline. You did what you had to do but you sent the message to the masses that disloyalty will be rewarded with a slant. 

Regardless of what his bloodline has done in the past dont you dare try to justify an unforgiveable act of betrayal to me. I expected better from you.

Lancelot never gave Pennywise the oath. Pennywise was a Chicago hitter under Boss Zed, god rest his soul. His loyalty lied with Zed and Chicago.

During the war, he was moved to Lancelots family in a rush and Lancelot willingly promoted him and gave him the position of RHM based on his gun strength to help with the war.

During said time, Lancelot talked to one of his closer friends in mail about KILLING Pennywise after the war was over. When Pennywise read the mail, what the fuck could they have done?

They were Chicago made and loyal to their city, not some temporary crew leader who sent blind invites after a crew leader died.

Pennywise is no traitor at all, but a hero to his city for saving the life of Voodoo.

"It is great that people go down with the ship, but if the captain is not being a great captain then a mutiny happens. Now of course I am not saying such leader treated all of his members that way, but how many times has this place seen the fall of Empires because of betrayal, or in other words, not being loyal. Many people praised them for their actions."

"When you do not do what you should to gain the loyalty, there will be none. No matter if you sign those rules or not. You sign those rules because there is going to be a relationship between you and your leader. There is going to be give and take. You agree to these rules, but your own leader must abide by them also."

"I could understand you saying there was no loyalty if they had a happy working relationship, that a bond had been created, milked, and that this person had even been apart of this family for more than a few days. Yet, this member was apart of Chicago to even BEGIN with. They had been tossed out in the world looking for a safe home right after their own leader had died. What loyalty was even created?"

"Please do not go off about loyalty when even now we are allowing people to move about because the world just got turned upside down. MANY people are in families they didn't come from and moving to families they plan to work for now. All because World War 5 broke out. Who is to say this person in slanties was going to stay with the leader he was with? Cin had been wandering the streets when she overheard one about peace. She stopped in her tracks around a group of people that were also gathering around. Slipping into the crowd just as it finished.

I am glad to see that there is hope for peace. I do think it is about a time that we should have some after the brutal war just fought.

I am curious about the protection order though. So if I may I have a quick question, will this one have a follow through consequence if people are shot? I mean no disrespect but on previous ones there has been some follow through lacking and I really hope this one will be followed. And if it is not, will there actually be some consequences?

She looked around her to see the other speakers who took an interest in the speech. She slipped back into the crowd to listen some more.

Looking at Cin she was a little confused. She thought back to the shots people thought were not fair play.

"Of all those brought to me, most were wrong because people didn't realize that the members were inactive over seven days. The one that was wrong, the person was shot for it."

"So at least to me that is news that it is not being handled. I apologize if there are any, but they have not been brought to my attention and I have been trying to watch for any that were voiding the protection."

Ah excuse me if I have given a bit of a confusion. I was referring to the previous wars protection order.

I am glad to see that this one is being followed through with and the shots people may think were unfair are indeed being looked at.

Charlie was following the waitress down the street when he heard Madara talking and stepping up to a podium the waitress stops and listens so Charlie hides behind a tree and listens while watching to see when the waitress leaves

He hears Madara talk about the war and the guidelines that were to be met regarding rebuilding

Before he can hear what else Madara has to say he sees the waitress starting to walk away so he hurries up to catch up with her and stays silent

As a simple thug Zeppelin walks around the street, He saw a big crowd having a meetings.

Zeppelin walks toward the crowd as he saw his Crew leader speaking infront of the crowd. 

" This seems interesting . . . " As madara continue his speech and Zeppelin is wildly hear

and understand his speech. As madara ended his speech

Simple fact is at the end of the day one man decided to try to screw over many people who had helped his city win the war. Without them would he have won? I highly doubt it but these people fought tooth and nail regardless to ensure victory and victory we all had. Them wanting to kill Pennywise had nothing to do with something he did wrong but simply due to his bloodline.

You can say his bloodline has flaws on it or is bad but I have known it for a long time and he has definitely not disappointed in my opinion. He has stayed loyal to who he vouched loyalty to until a bad situation arose where he moved over to the people his Leader who was now dead had loyalty to. In some eyes he did what his deceased Leader would want him to do, but in your eyes you seem to only want to bad mouth him.

Lancelot got his people killed now whether him and this guy were truly joking I do not know as they said they were, but as a Leader you are responsible for what you say and whenever what you say gets out to those you are speaking or plotting about, bad things will come from it. I liked Lancelot and his war efforts, I do not agree with things that he said and this could have all been easily avoided, but it wasn't and the best thing we can all do now is build for a better future.

There was no joking about it Lancelot had every intention to take out Pennywise, Voodoo and all of them as soon as they finished doing his bidding and believed he was right in doing so, the death of his entire crew was because of him and their blood is on his hands, I had spoke with him and he had no remorse about the comments be made and didn't see how they made him disloyal or in the wrong, he and his friend had a plan to commit these murders just because they wanted to, no legitimate reason what so ever, yet he has the nerve to come out here and call Pennywise the traitor?? sorry but he was the true traitor to his entire crew as well as his city, I feel sorry for anyone who doesn't see it that way.
