M9 (Baretta 92FS for those of you who don't use US Military designators) is high capacity (15 rounds), but they are only 9mm bullets which means it has a much weaker impact than a .45 bullet. So a Colt1911 with a 7 round .45 has just as much relative stopping power as the M9 so long as you hit consistently.

This question really does depend on the purpose. If you are looking for pure power of the weapon, you aren't going to find any real competition to Angelo-Lombardi's Desert Eagle .50 -- this is about as tough as a hand gun gets. However, its size, weight and price make it a relatively useless gun for most people.

9mm weapons and .38 weapons have some of the cheapest and most widely available ammo. They also tend to have fairly high capacity magazines compared to .44 or .45 weapons. However, for most people a 9mm with only 5-8 rounds is a much more compact gun that is easy to carry and operate. Without training, those features can be far more useful than sheer power.

Missing with a .50 doesn't do as much good as hitting with a .38 special.

If you are looking for a gun that can take a beating and keep on ticking, Glock is notorious for that particular trait. Carried by various nefarious characters in jungles, swamps, deserts, etc worldwide, the Glock basically doesn't stop shooting no matter what you do to it. They are also relatively inexpensive and their primarily plastic construction makes them cheaper than most nickle plated pistols.
