On February 19th at 00:00, Las Vegas will begin opening its districts to those who wish to start their own families. This is a chance for people to get a shot at building a community in a city, and a good way for newer lines to gain experience within uppers in a controlled setting. 

As for the requirements and limitations on this opportunity, the first is that those looking to go to the city must be under forty days old.

The second is that until March 4 at 00:00, no one will be allowed to don more than Extremely Well Protected status, including members.

The third is that people will no longer be able to move over to Las Vegas after February 26th at 00:00.

The fourth is that a potential participant may only take a right hand there who their current or another leader is willing to let go; they are on their own for all other upper structure positions. Only two leaders may be placed in each district.

The fifth is that "bad behavior" (warmongering, roguing, and the likes) in Las Vegas against the outside world will be treated harshly. Internal issues regarding the takedown of another CL in Las Vegas will be reviewed and will require a very good reason behind it. This is not a free for all city. No outside help is allowed.

Finally and most importantly, the potential participant’s current leader in may refuse entry of their setting up a headquarters in Las Vegas after being reviewed.

I should also note that after a certain date all restrictions will be lifted in terms of dealing with internal issues depending on how much progress the city makes, just to clarify.

Addendum; those who finally do set up there are property of SpikeS inc. Their physical properties belong to Detroit and WILL be obliged to allow themselves to be used as meat shields and eyes on targets during times of conflict that aren't their business or concern (most likely started by Detroit) Their shot reports, witness statements and all other intellectual properties MUST be given over to the tyrant as and when demanded, or else you'll be shot. As recently demonstrated and explained about in the streets by the great dictator himself.

As a long time mobster on these streets it greatly excited me that the upper echelon is giving the hard working member of this thing of ours a opportunity to branch out and make their own legacy. i feel this will bring more togetherness between the city and could straighten relationships with mobster who would have never had the chance to work with each other if not given the opportunity. No outside help is allowed. The hope is for a peaceful city that will build nice homes.

Addition: After a certain date, to be decided by the other city heads based on behavior and progress, Las Vegas will be asked to become self sufficient, as its own city. 

if there's only 2 crews to a district, who gets to decide who does and doesn't go, if the only requirements are under age, under protection and permission from the crew leaders to leave to set up?

is it first come first serve, so the first 6 people who get permission to leave their crew/city will be the only 6 allowed to go to the "freedom in las vegas" but "not a free for all city" city? or will you be selecting who gets to set up? 

making it simply the next 5 mafioso who leave to go to vegas get to sit in a shared district, but they're not allowed to contest the city/district they've landed in, is inviting conflict and confrontations down the road. Coupled with your hand around all of their throats to ensure they don't internally resolve any conflicts and don't get outside help either is tantamount to saying, they're all your minions/puppets and you will pick and choose for yourself who does and doesn't do what/where and when.

just a suggestion... skip the pretence? move your captains out of your cramped district and give those you trust, or don't, whichever, a city of their own. Later you can always kill whomever you send out because you over heard rumours of their peaceful intentions and general all round lack of threatening actions.

Edward Kenway walks out of the pub with his bottle of rum. After hearing the rules of other families moving into Vegas he looked around at the people bickering. Holding his pistol in the air and firing it. Then holstering it back in its holster on his chest and looks around as the crowds attention was now turned on him.

Clearing his throat old broken British/Scottish accent began, "I get most of dis' rules, but da ting' i don't be understandin'. How can you dictate what is a good reason, when a crew looks out for its family. You can decide it isn't a 'good enough' reason. Your mind works differently then everyone else around here no?" Bringing his bottle of rum to his lips taking a sip then using his jacket to wipe his mouth.

Recently, I got a message saying that Miss Calamity was being authed to set up a small family in the city of Las Vegas. Upon hearing this news, I went to go congratulate her on her new promotion. That was when i noticed that from the naked eye, she does not fall within ALL of the criteria that was laid out in the beginning of this experiment.

She is above 40 days of age and still got the nod to set up in Vegas. Now, Being a wise guy in another city, I really shouldn't care right? Well, I kind of do. People like Mute and those who have been waiting to set up because of whatever reason now will probably get discouraged. Also, those who want to set up who are above age will probably come out of the woodwork now trying to gain the nod from the boss'.

What example are we setting here by letting someone above the age limit set up in Vegas. This is in no way a bad reflection on Calamity as she did nothing wrong, this is just a question I have for the heads of the community.

People like Mute

No sense in using an example that also didn't meet the criteria to be honest. His circumstances were of course an exception, but we can't say people like Mute when Mute moved a whole crew into the City, breaching the rule that advises only an RH can come with you.

I guess the use of the word rules is incorrect really. They are more like guidelines than rules.

Austin, not entirely sure what it is that you need reminded of. I happened to mention the very reason why he wouldn't be eligible for the position when I mentioned his name.

It wasn't an attack on Mute. I don't know the man, I have zero interest in Las Vegas. Simply stating that he isn't a great example to be used when arguing about rules as he doesn't fall within them either.
