Disorder walked out into the street. His black suited entourage of sinister looking guards spread out around the square and kept an eye on the crowd as it gathered. One walked up beside him and handed him a cappuccino in a paper cup. He took a sip of it and smiled. Looking out over the crowd of people he saw many faces from many places. 'Good' he thought, this would do well. "I'd like to make an apology." He waited while the expected ripple of reaction rolled through the gathering. The sneers and jeers, sniggering and outright disdain. Once curiosity had quelled the noise he went on. "I'd like to apologize to all the innocent and hard working members in this thing of ours. You are good people and valued by your leaders and Godfathers. You deserve every chance to live, work and flourish in our fine country of opportunity. And to you all, I'm sorry. I'm sorry because a small number of selfish idiots have put us in an impossible position. One that demands we change the rules. And those changes will make life more challenging for everyone. We have seen a recent epidemic of rogue actions and pot-shots being taken at high ranking members of our community. There have been four attempts on my life in the last three days alone! This will not stand. I mean, imagine the president of this country having to endure four assassination attempts in just three days... Imagine what reaction there would be? There would be military on the streets, every man, woman and child would be stopped and searched every five feet along the sidewalk. No one would be able to do anything. And whats more, no one would think it unreasonable after such an incredible number of attacks on the central figure of our great nation. Now I'm no president of these united states, but it would be an ugly act of false modesty to suggest I wasn't a central figure in the current establishment of our mob community. As much as our network is structured in such a way that our power will remain when I'm gone, there are many who would prefer it if I remain in position for the time being. Regardless of whether I live another day or year, these idiots must be stopped. So it is that we will introduce a new rule." He motioned to a guard who had finished affixing the new sign to the wall of the town hall. He took a step back so everyone may see.
As of now, anyone wishing to become Made in this thing of ours will require two people from their family, district or city, to vouch for them. Once they have been vouched for by the two established members, they will be eligible to receive their button and become a Made Man.
If at any time after that, the individual in question goes rogue or commits any offense deserving of severe punishment, not only will they pay with their life, the two people that vouched for them will also be killed.
The End.
After enough people had read the simple rule and turned back to him for further enlightenment, he went on. "Made Man is an important rank in our world. It is unfortunately a rank that has been abused too much in recent days with shots at Godfathers and other esteemed members of our community. From now on acquiring that rank will literally require people to put their lives on the line for you. In a puritanical view, its how it should always have been. And for those who are honest, this should represent an almost insignificant obstacle along the path to the life your honesty rightly deserves. But for those who's intention is contaminated from the start, it will impose an additional barrier to their ridiculous and counter productive antics." The rumbles and murmurs were mixed and discussion was almost immediate among the crowd. Disorder said just one more thing before returning to his cappuccino and his car. "So again, I apologize. To all of you who are innocent and hard working. For this inconvenience and for the brutal and bloody injustice many will feel if these little tumors continue to blight our work. You can all thank them for the suffering you will all have to endure. We will continue to strive for a better society for those that deserve it. And we will continue to increase the brutal enforcement of punishment to those that seek to a hinder us." And with that he stepped down and walked calmly over to his waiting car. |

I understand where the frustration is coming from Godfather Disorder. I am just not certain this is the best policy to make a better future or create more hostilities. As a leader I would promote those I trust and who have worked hard for me without a popularity contest. It's easy to say vouching is not but it is. People hold petty grudges and its so blatantly obvious. So will I go by a popularity contest? No. It goes against everything I believe in. When people are authed they are supposed to be trusted to make decisions. |

Disorder talks of innocent people and apologises to them, I don't see an apology to the recently murdered Begbie. He was killed because he had a gun and Disorder didn't trust his bloodline yet he was clearly trusted to some extent to be awarded the LHM position of his crew. I smell paranoia and certainly bloodlining. How much longer can you people sit back and let this sort of thing happen? Grow and backbone and shoot him already. |

with all my respect miss Tenley, my opinion is if you trust your member then vouch for them, if you dont want to vouch why bother to trust them and make them made. For me made members are the people that their leader trust and will die for them. That is what I understand from this thing of ours. But that just my two cent. |

In this world of ours trust is not an easy thing to give out. I fear this system will be a hurdle for people without known bloodlines, or even those WITH one. Being made is a huge honor and a giant symbol of trust, but even then, there will be some rotten fruits amongst the healthy that sometimes won't be spotted until it is too late. Whether or not this idea is up for discussion, I don't know. I respect the choice of our Godfather, but I am afraid more innocent will die this way and in my oppinion would perhaps pose a larger threat to the higher ranked members, Disorder included. The orphans of the butchered members who vouched for a member who turned out to be bad will not be happy for making a mistake and trusting the wrong person, which likely will be common. Instead of only shooting one bad fruit, the bad fruit will have infected two healthy fruit, who then go down aswell and perhaps seek vengence in the future, causing the possible list of rogues to expand. |

At the risk of agreeing with a man who just shouted into the streets and then promptly committed suicide...I'm not sure how this would deter these rogue actors. I was also under the impression that these suicide attackers can just purchase a Headquarters and therefore bypass the rules? I fundamentally agree with the voucher premise. Becoming a full blooded member of a family is very sacred and you should not be accepted without earning the trust of the other members. Historically the actions of Made members reflect directly on their family. I'm just not sure if this will achieve the stated goal of ending rogue shots. |

Any offense deserving of severe punishment. How wonderfully vague of you. Does this include offenses that lead to intervention from the gods? That seems a pretty serious punishment on your own former right hand. But of course I assume your own are exempt no matter what sort of bullshit they do? This is an absolute bullshit policy that will accomplish absolutely nothing except further allow you to bloodline people that you don't like. All this policy does is show how tyrannical you are. Instead of making useless rules to further hold good people down, why don't you take a look at what you've done to make someone want to shoot you 4 times in 3 days? Why don't you look at what kind of leader you are that the entire community underneath you, except a very small few, hate you? You walk around saying yoy don't care what people think, but then you're upset that people are taking potshots at you? Don't be surprised. You're not an idiot Disorder but you sure acting like one today. You don't want people taking potshots at you? How about being a decent human being and learning how to be an actual leader instead of hiding behind the guns of a few and killing everyone else? Nothing is going to change. People are still going to set up and Rogue and come after you. You want real change? Instead of being an evil arsehole, start to make policies that actually help people. You made a new protection order policy with clear cut guidelines that not a single leader has paid attention to or actually followed. All your free city shit is a giant trap that leads to death. Just look at the empty city of Detroit and James recent take down by CH, who we all know does whatever you tell them. Everyone is looking at New York as being next, and maybe you'll say to them the same thing you said to Paradise, that it's simply the next logical step. We all know your guns will get bored sitting around if they have nothing to shoot at so you set up these cities as cannon fodder and then get upset when people decide to try and kill you. You have an incompetent barely seen leader in Chicago, the person who was actually leading the city is such a douchebag that he had to get locked away by the gods for a few weeks to learn a lesson, DT, LA and PH are practically empty. You've driven 100 or more mafiaso away from these shores with your leadership, again to the point where the gods are intervening. The reason people are shooting at you is because you are a horrible leader, plain and simple. You don't know what you're doing. And the tighter and tighter that you squeeze, the worst things are going to end up for you. You may be at the top now, but you will never get there again because the hundreds and hundreds of people that you have killed over and over again will make sure that your bloodline and the bloodline of those around you never has the chance to do it again. Better not die Disorder, because when you do your kin will never be allowed to reach this position again. Every tactic that you are using will be turned around and used against you. And knowing your bloodline, you'll bitch and moan and complain about how unfair it is when it's done to you. But you reap what you sow and most of us are tired of seeing you slowly kill this thing of ours with your nonsense. You days are limited. Enjoy them while they last. |

William listened in to the new rule set forth by Disorder as he took long pulls from a cigarette, rubbing his temples in slow, precise circles. There were only one of two things this would ultimately achieve; more "innocent" deaths, or a complete stagnancy of crewed members in regards to rank, of that William was sure. Those who truly wanted to continue their feeble attempts at ending Disorder's life would drop out of their crews and set up HQs regardless, and wouldn't be effected by this change at all. He had to give respect where it was due, though, as Disorder had just laid down the law for each mob occupied city - and it seemed doubtful that any of them were in a position to dispute. With a simple nod to the old man himself, William stood back, eyeing the conversation with interest. |

Sometimes, when I charter my private plane to take me hunting in Africa, I'll tell the guide that I don't want to shoot just any animal - I want to shoot a predator. And while I could've just stayed at home and threw a potato sack over Johnny-Delusional, he is not the type of predator I mean. And sometimes, on these hunts, antelope and wild hogs will get caught in our traps. But for every few that do, we catch a jungle cat. And I shoot that bastard from 5 feet away with a shotgun, like the best hunters do, and I have my guide carry him back to camp and stuff him for my living room. Hunting predators is a messy business. Especially if you do not have the luxury of identifying them by spots or stripes. One voice here mentioned a change of leadership style, but that is a rose-tinted request; those who want to kill Disorder now will not change their minds, and neither, I can only suspect, will the leadership of Vegas change their style. This is survival, and you do what you must. I cannot understand a viewpoint, from someone in this business, that an entire community has to be accomodated by anything you do, unless it serves to make you better or stronger. |

After Villain finished listening to what Godfather Disorder was saying he felt the need to add a couple of words in the midst there.
With all due respect i would like to say something. I couldn't agree more when it comes to the importance of the rank, especially that of the Mademan. That rank is one of the first that every new mobster aspires to achieve when he/she hits these shores. And it is true, for a long time now the honor of that has been treated nothing more than the opportunity to rob art galleries. It should be way more than that. People have to work for it and gain the likes of their crew members, maybe go as far as even the city. It has bothered me a lot when I've read the journals of my ancestors, may they rest in Peace, where it was written that certain crews only had as a requirement a certain sum of cash to be eligible to attain the new shoes they wanted to fill. Made is something everyone who has it should show it proudly and be respected for his deeds and accomplishments.
This one I think will make the people aiming for that to create some connections, possibly helping them later on in their life advancement and if it were up to me I would even made it stricter than that to obtain that, good leaders already use this kind of strategy with maybe even more people involvement who would require to vouch so a re-affirement and it's also allowing the new leaders to gain some knowledge on the topic so grab a pen and a paper and write something down.
Now when it comes to the part where the other 2 have vouched for a certain rogue have to die aswell is what concerns me. This will make 'innocent' ( no one is innocent in this line of work) hard working men to also be part of the punishment and taking their life away will only bring more unwanted funerals and tears in their children faces so i would suggest maybe taking a bit more easy on them but this is the mafia life and making a small mistake might cost a whole lot people their life so you should be thinking a lot on this. Now I believe i heard someone saying this might bring more rogue cases or maybe my hearing has started to leave me but i would like to exclude that idea, those who have worked hard will only learn a lesson which will make them more careful on the future if they're any good on this work, taking revenge to upper structures just because some of your friends decided to be an asshole doesn't seem like a good enough reason to go rogue aswell. So yeah to conclude it in a couple of words, make Made's great again!
With that said Villain decides to end his speech and take a seat and hear if anyone else has anything to say. |

Snowball listened to what Villain had to say, and decided to reply as it sounded like his response was aimed towards Snowball himself and others with the same point earlier vocalized.
"Thanks a lot Villain for taking part of the discussion, your argument seems quite valid actually and is well written, I could see a compromise work aswell instead of the killing of those who vouched. A warning, a strike or whatever might be more fitting, so that there still is some sort of restrictions to make people not just vouch everyone since there wont be any side-effects incase the wrong people were vouched for. I do still believe that IF killing those who tries to make connections as you speak of, for trusting the wrong guy, that it would be a major blow to their trust and motivation for the city the reside in. It would make some people afraid of making further connections and create more paranoia within the crew. Making connections and getting to know people under very tense backgrounds is not a good way to start communication. A relaxed and more open athmosphere is usually what makes people get to know each other in the first place and wont create unnecesary drama within crews. This is not like vouching for someone working at a grocery store, where you actually know if they know their shit or not. It is way easier to deceive here, since the skillset and true intentions are way easier to hide before it is too late. Therefore I agree, the punishment should atleast be lowered in my opinion, even though I would prefer this idea not followed through. Sometimes compromises can be beneficial though." |

Is this even open for debate? I'm unclear on that. If it is, I'd like to throw my two cents in and suggest that, perhaps, rather than simply offing the two vouchers, the vouchers be bumped to Wise Guy and therefore be forced to repeat the vouching cycle themselves? I don't think a single soul here hasn't had the wool pulled over their eyes or been shocked by a move made by someone they called 'friend' at some time or another. We're not just discussing rogues here...its been stated the punishment will come down on anyone committing "any offense deserving of severe punishment", which in itself is a bit vague... |

Disorder this should've been established long ago before your era. This has always been the way of the mafia, should've been a way for this thing of ours too. Forgive me as I'm tired and don't care to open my ears and hear the others that have spoken so maybe this has been touched on, but this helps build a bond within crews and cites, makes us Wiseguy have to take the initiative to earn our place and get to show our colours. I could speak more on it but once again sleep has eluded me so find myself quite tired. However again incase it's been asked, how are we to keep track of who vouches for who. Does this also mean we'll bring life back to promotions in the sense they'll be ceremonies again. I know a few crews still do it while others slap the button on your chest as they walk by. I ask as a ceremony should have those vouching and a few upstanding members of your establishment to bare witness to the ordeal. |
