Listening to the debate it reminded him of a story
My father was always reading from his family journals, and would tell me stories. They had a system just like this a long time ago, and it was designed to keep certain folks in power. The best way to keep yourself in power is limit the ability for people to take you out of power, and that is through being the best. A system like this doesn't do that.
Hopefully something crazy like Project Mayhem doesn't happen again. |

If 3 days of rogues firing at you have forced you to take such a defensive position, I cannot imagine what you're going to do next, under this pressure, for the next 90 days and its string of Rogues. If you believe in this flawed, outdated superficial 'defensive' scheme, then by all means, start looking for your two vouchers. If you believe this is a move against our rights as mobsters to grow and become better mobsters, then bond together, Rogue together, and bring this bourgeois system down. 90 days of Rogues starts now. Just remember, Disorder needs every day to be perfect. All we need is for him to have ONE bad day. |

Pretty sure this same sentiment was said the last time Disorders bloodline ran the show, yet he made it back to the top again. Do I care? Absolutely not, just pointing out the truth. |

Donnie could understand the points Disorder has brought to attention, times were hard and people were making waves in crews getting to a decent rank then throwing their lives away for a lucky pop shot at various crew leaders, not cool. The idea of having a vouch system will make people think twice about who they let in their crews and who they give the esteemed rank of made man to instead of any tom dick or harry. "I actually like the idea, it will make for less random Made Men taking pop shots, however I doubt it will stop Wise-Guys from having a go without getting their friends and family killed" |

I really like this idea. My forefathers remember a time when this rule was introduced the first time and I dont really understand why it isnt a full time rule. Why we only see it in times of great unrest. It makes absolute sense to me that in order to promote a man into the family, they are tipped by two already trusted members. This isnt only realistic, it encourages communication and friendship between families and members to get your voucher. Will it stop rogues? No, almost certainly not. The hatred in the world right now is palpable everywhere you go but at least we get 3 free shots now every time it happens instead of one. Good luck guys. |

| Suggestion why don't you ban non LV members from entering the city. Shoot those you find walking the street.Anyone who wants to join a Vegas family must seek two members of Vegas to vouch for them. | |

I think that this is a wise and very smart move for someone who wishes to obtain their status. This is all about smarts and logics. As I've said to a few other people lately. Building reputation as you would. Impressive to see. Rogues won't stop but they can be monitored closely |

Everyone running circles around Disorder's cock seems to accept it won't limit the presence of rogues and therefore accept killing CLs for "harboring" individuals who could join any crew. When this rule was last implemented, it was used to bloodline relentlessly, because eventually the only people willing to "vouch" will be the ones who know an individual's ancestry. And since City Hall has outlawed ANY FORM of a request for a mobster's genealogy, this is an absolute catastrophe waiting to happen. CLs will die to the gods for trying to protect themselves from this policy or they'll die to Disorder because they're legally not allowed to know whether a person will or won't be a rogue until they've done it. Or they'll scapegoat their Made Men who "vouched" because they, quite literally, are FORBIDDEN from really knowing the individual. Anyone who even briefly considers this idea as having value or improving Our Thing is either lying or stupid. This is bad for absolutely everyone except those being targeted by the rogues. |

Billie stands and listened to the some of the peoples approach to this new rule. She has read in her family journals about her ancestors proudly vouching for their comrades but shares her concerns.
I feel the voucher system is a good idea but not at the risk of death. I don’t think any of us should be held legally responsible for someone else’s actions. The good hard working man today can be placed in unbearable circumstances at a later date that make them completely snap. We can’t predict the future actions of anyone. We are not responsible for other people’s emotions. To try to be is to sign up for massive amounts of worry, distraction and to step away from our own personal power. Remember, the only thing we have 100% control over in life is our response to what happens. We get to 100% choose what meaning we give the events of our lives. Shit happens and good people can become discouraged and revengeful. When discouraged some people will give up, give in or give out far too early.
You can only vouch for a man’s action today. What he becomes in the future is not our fault. With this rule the only option you have to live free of concern, apprehension and trouble is not to vouch for anyone no matter how great of an asset you think they are or would be for the family. To put your fate is a man's future actions is not worth the risk. |

I am astounded that people are still rolling the 'Wise Guys will still set up and shoot so it means nothing' The idea is you gain a mutual trust of associates. They trust you not to rogue. If you do then they suffer the same fate. It adds a consequence to not only yourself but your friends. It means you have the lives of three, not one, in your hands. Its your choice if a 1% is worth risking friendship and trust. As for the whole 'Its not good for anyone. Its a backward step' So is sitting doing nothing. Apparently. |

90 days of rogues, absolute catastrophe, and even Premier crawling out from beneath a desert rock long enough to tug his own cock about Project Glitch; what a time to be out in the Streets. Anyway, if the naysayers, drama queens and offspring of anonymous donation contest winners stopped eulogising their dead Grandfathers all across town for 30 seconds, they would realise this is actually a pretty basic requirement and it isn't about bloodlining in ANY FORM. It is actually the opposite, taking things at face value, making a decision based upon the person directly in front of you. Isn't that kind of the whole ideology of our way of life? Plus, if I'm an up and coming Wise Guy and I haven't made the connections within my own outfit, my district or even the whole city, that means I can't find two people prepared to vouch for me, then why should the books be opened for me at all? |

Gaston is right. It then becomes an issue as to whether or not one is willing to condemn two friends of theirs who stuck their neck out for them to death. It's basic human nature not to want anything bad to happen to loved ones. So would one's selfishness and and drive for vengeance be push one to throw away two other peoples' hard work...? It'd be a much harder decision and it furthers you from those who trusted you. I don't believe Disorder to be worried about 1%'ers. But this implementation certainly helps those who don't initially intend on roguing, but eventually do.
Not to mention, getting made should be a BIG deal... There was a time when entire ceremonies were thrown because someone was getting made, but now it's like just another Tuesday, so to speak. This will help re-enshrine getting Made as a legitimate milestone in this thing of ours. This does mean more work will need to be put in to get to know members of your family but how is that a negative? One should be friendly and familiar with those they call "family"... Trust will need to be earned. It will be a privilege and not a right...
It's a new implementation, so of course pushback was surely expected, I'd assume. But I predict it to be one of those things that don't end up being such a major change so long as trust is confidently placed in those who truly deserve it. Just my two cents. |

Given that Disorder invited anyone who was unhappy at his regime to take a 1% shot at him, it seems strange that he now appears to be upset when people are queuing up to take that shot. Given that no-one who is not trustworthy will be allowed to gain a gun sufficient to kill Disorder, it is logical that people are choosing to take that 1% shot.If the sponsors of the shooter are now to be taken down as well; then there is logic in them shooting Disorder and his circle first. These are the current circumstances of the life we lead; this new "rule" is a sign that Disorder considers himself vulnerable and should be a signal to others. |

This policy says 'If you want to properly earn respect and become a Made Man, you better start by earning the respect of two already-respected Mades by doing more than just progressing in certain God-imposed numbers. If it turns out they brought a wrong'un into the circle, they are removed from the circle, too' - isn't this the difference between 'a friend of mine' and 'a friend of ours'? My family line have been striving for that respect for majority of their existence on these shores (granted, my Great-Great-Great-Grandaddy was a bit of a daft cunt), what have you all been doing with your lives, if not earning respect of other mobsters?! I think a lot of you are confusing the Mafia with a democratic party, too. Since when did a Wise Guy decide what was and wasn't good for this thing of ours? Or even, when did anyone below the rank of Godfather get to decide it? This is the Mafia. You want a vote in this society? You should earn it. Don't like the idea of trusting someone else with your life? Fine, don't vouch for them. Go on to continue your day as you were before. No one's forcing you to." |

It is a kind of backdoor bloodlining though isn't it? Every unknown face looking for work is going to be suspect unless they can vouch for their ancestors. Why would any crew take a risk when it could cost them 2 members? The driving factor for this decision was the rogue shots taken at Godfather Disorder - and the new rule wont really prevent this from occurring. As stated a Wiseguy with nothing to lose can still take shot. If anything enterprising rogues will just play the long game knowing that a 1% shot comes with two other guaranteed deaths. As a result Crew Leaders are going to have to care about a persons heritage. In my mind putting more importance on becoming a Made Man is a good thing fundamentally. As others have stated such rules have existed in the past in some crews -- and some crews even had elaborate ceremonies to showcase the importance of the promotion. I'm just not sure how this accomplishes that. |

Just another instance where Disorder is sticking his nose into places where he shouldnt. As was previously stated, this isnt going to prevent rogue attacks. Any schmuck can buy an HQ and try for the 1%. Should he be worried? Absolutely. That 1% shot will succeed at some point. Then again, what do i know? Im just a lowly gangster |
