As the 3rd or 4th best Seal around, I would just like to point NobodyImportant, that with SamAdam's newspaper apparently going out of business, there is a distinct lack of trash at the sides of the street.

Sorting through street trash is just a Monday morning for Mr. Neruda unfortunately, less a community service and more a means of food and income. Throwing it into a garbage bag after he's done scanning it for value or nutrition is just an added step. You have, of course, also noticed his decrepit look, odious smell and constant begging. It's going to take a little bit more than community service for the bum to feel humiliated. 

I do see his point though, does this look like a man who has 20,000 dollars to you? He's likely long since squandered Adams' cash. Neruda, if you would like to source the cash for your fine from other mobsters, that's fine with me, as long as that 25,350 is in my bank account pronto and you don't earn it committing more nefarious acts against the will of the beachmaster.
