Pennywise, let me explain something to you because you apparently don't get it. When conflicts arise in this thing of ours, the goal is to strike first and strike hard and eliminate your enemy before they can even know what hit them. That's what a capable attacker does. The goal is to perform an efficient takedown, not go into war. You know who willingly makes it a war? Stupid people. I mean the only reason wars actually happen is because someone misses a shot, not because there is a warning beforehand.

To be viewed as separate entities, the districts must house separate families. Hell, house multiple families even; that would be great. But we don't have that and until we do, you can expect cities to be flattened because one family controls it.
