Jacob lisen to Godfather Mako and all the others that has been speaking about this topic be for he want to talk about it himself 

If there was only three districts in every city you can almost fill up DT and LV or fill up PH without  getting more peoples in here

Its also posibol to have at the most three familys in one district and then it will be a family in every district in DT and LV only missing PH 

That is one way to do it, just a thought from me

Walking through the streets, PaulHeyman noticed his Godfather Mako addressing the crowd with regard to the future of Philadelphia. Waiting for him and the other contributors to the discussion to finish speaking, he chimed in himself.

Mako, I would like to add my voice to those backing this move by the Godfather Council. Since the opening of the two new cities by the Gods it has been patently obvious to most that crews and mafiosi in general have been much too dispersed. Hindsight is of course a wonderful thing, but the journals of my ancestors note that much of what has occurred with the opening of these two new cities was predicted by many dissenting voices at the time of their opening. The fact is, our population is presently too small to sustain the number of cities we have, and it is reassuring to know that the Godfather Council has also recognised this.

The sad demise of Philadelphia as a city presented an opportunity for this to be acted upon, and I am glad it has been; it is much more preferable for the strength of cities such as Las Vegas and Detroit to be built up and maintained rather than dispersing crews across numerous cities that, in reality, should not be populated. The Gods have made it clear that it is up to our leaders to decide what happens to those cities and districts, and up until now this hasn't really happened. I hope that we will one day see Philadelphia thrive once again, but for now this is the best decision for our world. It's the best decision for Las Vegas and Detroit in particular, and I am hopeful that these cities will as a consequence thrive.

while i cant say i am surprised i can say that im surprised that 303 is allowed to close a city off to the world, i know a majority vote was needed to close the city but i also know 303 holds the majority

after seeing my son get spanked by the exact same GF Council (303 included) one can only assume the reasonings for closing philly have been in the works for a while and 303 jumped at the opportunity to act upon these plans when 2 disgruntled philly members brought the city a crumble instead of letting the city itself sort out its issues they decided it best to wipe the city clean and claim it was put to a vote after the city was empty

Progression towards filling districts happened from districts with plenty of active members and multiple Crew Leaders so that neither district would be left barren. They're still rather thin in my eyes, but it's a lot less movement than what possibly could've happened. Slow expansion has been given a shot to change things, and for you morons let me spell this out for you. This doesn't help their group. The CL boost is nothing in comparison to giving your enemies time. Yes, they will also be growing, but the group at the top will most likely be taken down in the same manner all other major groups have been taken down. My point had nothing to do with power; it was about the justification for this rule stemming from hypocrisy. I'm not calling him out for making a power play (hell, I'd love if they came out and said it was a power play to keep the other cities from expanding). I encourage that shit.

But you have to admit, the rule has a steep lack of potency. If we are to determine our population problem in terms of active members per crew or active crews per district, what use is closing a city with no crews? They place no limits on intra-city expansion (as a matter of fact, it's encouraged now since no one can take Philly), which is where most of the "problems" are. Limit the number of HQs per district. Or limit the number of occupiable districts per districts per city, and make everyone aggregate. Or limit the number of godfathers per city. All of these will actually contribute to increasing the number of active individuals per crew, or active members per district.

Now, cities can keep over-expanding with half-empty HQs as long as they don't overflow into Philly. The problem isn't even remotely solved, it's just a problem that plagues one less city (which isn't even true, because Philly wasn't plagued with a lack of active members anyway).

How would you encourage more activity in the crews themselves? How would you create an environment that draws people in again, rather than leaves them stranded among cold, lifeless IAs?

Probably shouldn't say this; but how about you make it worth showing up? What does anyone have to look forward to here? Six months of hard work to maybe be worth shooting first wave in a takedown? Four months of ranking up, showing up in the Streets (if at all), and earning for a CL spot that offers absolutely nothing exciting/entertaining because you're on a leash and it's in the hands of the GFC? CLs are glorified helpdesks, here to house new people to give them a warm welcome and distract them from the fact that we're still two months away from anything exciting or worth participating in. My god, you guys pretend that DISTRICTS are what drove away the "masses," but it's YOU. (OOC AS FUCK: As long as I can remember, I've heard "the people make this game." You know the flipside of that? "The people break this game.")

So you can keep marching to the same old sorry tune of "doing it for the community" and trying to pretend that it keeps people on our shores, or we could actually decide to make this world enjoyable again. And who knows? Maybe it'll keep some people around for a change.

First off, I'm just going to assume you, as a Civilian in this thing of ours, is challenged in the head a little.

The "303" had a meeting with the upperstructures during a nation wide meeting. Multiple "303" Godfathers offered to step down IF the gods made it one GF per city (OOC: Districts gone.) The meeting was fruitful for many things but that was not one of them.

I believe ONE of the 16 Made Man hitlisted was killed because he had been in a coma for several months with no signs of a return. Surely I wouldn't waste $5 million of my families money on a man who was marked for death in a coma.

I respect the rank of Made Man; but the man was essentially dead. Why would ANYONE waste such money is beyond me, personally.

I'm not really not going to take to much of your time to speak on this subject, but I feel that I need to leave the cave in this heatwave to grace everyone with my presence. I felt that Detroit as a city should be represented by someone who is already residing there. 

I firstly would like to thank Godfather Mako for taking the time out of his busy day to address the current status of Philly. We as mafioso and mafiosa should be striving for perfection. If only we all had the mindset that there aren't enough hours in the day to impact our society. 

This will only impact Detroit and Las Vegas if the take advantage of the opportunity that they have been given by the current Godfather council. Every breathing body that lands on our shores is given the right to make there own decision in who they are to work for. Does this mean that we should be contacting them with brochures and pamphlets persuading them in a direction, NO. I would hope that we were out there properly informing them on what is available and lend a hand to someone in need. With knowledge we have been provided by our forefathers who taught us.

Needless to be said we do not see this as something just being handed to us. We want them to believe that there is opportunity in joining a young district in its early days. I wish the best to the city of Las Vegas as well in there building stages and look forward to watching them progress among us.

There is no reason for everyone in every district to be proactive in training there new lives and encouraging the future expansions in these cities by doing thing the right way. I applaud the GF council for the decisions made and look forward to the opportunity that has been given.

Maria It was just an idea. I'm not saying rush to fill in any city. Their prize of winning is getting their own district which they can still have in DT. DT has 40+ members and already 1 GF in a district. Why not use the same logic that this speech is about and focus on one city first? Like Gloin said, 13 members isn't much of a population lol

Exiting through the front door of Philadelphia's city hall, Councilman Jeddy approaches the crowd assembling in front of Godfather Mako. As Jeddy steps onto a platform overlooking the growing spectators and commentators, Jeddy takes another look at the mountain-laurel that hangs from his suit front pocket and as he does so, a tear comes from his eye that glimmers in the sunlight. Behind him, some people bearing the rainbow insigne are seen ferrying filing cabinets from the side door of city hall into a truck.

"Hello my friends. It is saddening to see such a city be expunged from the benefits and incentives related to organized crime but is is for the best. After the incentives program was exercised we saw great growth in this most fabulous city. However, now that these flames have been extinguished due to an inner-city dispute we can do nothing but move on from this most grievous event. 

It is time to let the City of Brotherly Love have a period of peace and mourning for these valiant and legitimate businessmen and women who have fallen to the ways in this thing of ours. The Godfather Council makes an excellent and reasonable point that while diversification is a good thing, there is such a thing as being spread too thin. By allowing the prospective leaders and pool of talent to be more consolidated in the other five cities; that is very good for business!

As you can see behind me with my men making moving preparations I am already thinking about the future. It is time for all to move on from Philadelphia operations for the time being, and look to the greener pastures abroad. I know that I will talk to the other Godfathers to discuss what else can be done to improve our industry and continue to make it one that we can all be proud of."

Right, cause when you own 2/3 of the districts, you're really concerned with being attacked. My point wasn't to encourage them to look like assholes, it was to encourage making decisions that had purpose. In my opinion, this one doesn't. My point was that they just authed people in Chicago, and then announce this. It just seems dishonest in my eyes. Sick metaphor though, it had almost enough parallels to be an actual metaphor. A more accurate analogy of my position would be: we just injected this guy's leg with an infection that he has all over his body except his hands, and now we're gonna give him some medication to protect his hands. It just seems misplaced and ineffective.

I'm actually completely unaware of what you're talking about; but I'll try to clear it up. When I say "you", after referencing the community, it's a reference to... the community as a whole. My god man, it was an example age. How old is Genocide? 10 days shy of four months. I just picked a number and went with it; I wasn't calculating average ages or looking up precisely how old everyone was the MOMENT they got authed. Blaming others for the consequences of their actions? Isn't that the nature of blame? As in, in its proper use, that is precisely what you use "blame" for. I was bringing attention to those consequences, because I can't change our culture single-handedly. I have to make people aware of the consequences of their actions, so as to prevent similar actions and similar consequences in the future. It's not something you can change by force; so weakness has nothing to do with it. I can't force people to be motivated. I can't force people to be original. There's no GFC policy which implements creativity. Also, clutch work slipping in another personal attack.

Oh, and you're yet to come up with a suggestion.

This is actually laughable. To quote from a previous response:

Denam, I appreciate your thoughts on how the city of Chicago does things, that really isn't any of your concern. And I don't see how it's funny or ironic that I made this announcement? I'm a Godfather, and this was a unanimous GFC decision. I enjoy speaking in the streets and keeping people up to date on the decisions made, and who are you to say that I can't do that or to prefer that someone else does it? So, if you don't enjoy who the speaker is, I suggest you get over it, because I will continue to do what I like and believe in, regardless of whether you feel it's ironic, ignorant, or laughable. I'm sorry you feel that way, but you're just going to have to suck it up or keep openly complaining about it, which will still have zero effect over what I do, or what the city of Chicago does.

And you think something is hypocritical? You're judging Chicago for some of the things that Manhattan and NY are currently in the process of doing. Instead of pointing the finger at only our city, I would suggest that you at least see or speak of the same for the one that you're currently residing in.

I don't have to lie or sugar coat anything I say, so keep reaching for straws about what I do, say, or what my various opinions might be. As for calling you a liar, you are welcome to interpret my words as you please. My statement was that the ruling seemed dishonest coming from the GFC when members of the council are pursuing expansions contrary to its present ruling. Which, holds even more true with New York. It just seems, like I said, to be an inside joke. You guys keep expanding as you see fit, but claim that we need to slow down expansions and shut down Philly.

No, you don't make the decisions in New York, but you're putting an awful lot of blame on the current problems today over things that Chicago is doing, when it's not only Chicago. The same thing that Chicago has done, is being done in New York as well. So yes, I feel like your pointing towards Chicago is a little blind sided, all things considered, especially from someone residing in the city that is doing the same. I just don't see where trying to blast Chicago, for something that your own city is doing as well, is plausable. New York and Chicago work together on a lot of things, so if you want to go about your opinion without trying to (make a city look bad?) or speaking about us in such a manner, then maybe you should take it up with your own local Godfathers?

And I don't think you purposely tried to disrespect me, but then again, I couldn't really tell. However, I can't speak for everyone, but my intentions aren't dishonest. I'm not a forcing type of guy and I wouldn't feel comfortable asking those residing in DT and LV to merge or work together, when instead, we can make building those extra districts our main priority for the moment. I don't see what's so wrong about taking care of those districts before moving on to a whole other city? I stand by my opinion that it's the right thing to do for the hand that we are dealt in this period. How the Godfathers want to do this or what they are willing to give for districts is up to the individual, not Chicago, not the Loop, not NY, but the person that is actually a Godfather for their respectful district.

Las Vegas is populated, the numbers are irrelevant. Philly has nothing, Vegas does. There is no comparison as to why one is standing and the other is not....fuck your feelings.
