Now before we get out of control I'm not talking about a witness statement for every MIA that is out there. Seems to be a common theme that people are having their MIA's stolen shortly after they spawn. I know this has happened to me before, and no it wasn't a long period after it spawned. From the time I took out the contract and went to fire was about 96 seconds. 60 of that was the cool down from contract taken out to it's availability to be shot. What I am suggesting is maybe a witness statement goes out if the shooter of an MIA is not the one to spawn it. There can be a timer on it, say 5 or 10 min after spawn time no witness statement will go out. This will mean that if someone misses on an MIA and asks someone to clean it up later when its pro is up they don't have to worry about a w/s going out at that time. In the event that someone spawns and MIA for another person perhaps you could have a box that asks if you want a w/s generated that you can simply turn it off so no w/s will be made. Just a thought. |

Really like the idea of a w/s going out if someone shoots the MIA that they didn't spawn themselves. Potentially solve the "missing" and it staying out there with it only sending out a w/s in the first four hours of it's life. Really hope this gets implemented as this is an annoyance among a lot of players! |

Pretty much all cities have a rule stating MIA's have to be 5-15 minutes passed their spawn timer to be shot by a person that didn't spawn it.
This rule is very hard to enforce, as it's pretty much impossible to identify the shooter, unless they fess up. |

I support the idea When the spawner could get the W/S if he is not the killer. Time frame 5-10 mins after spawn, something between the rules of most of the cities. It MIA was shot after said time frame, spawner gets no W/S "your own damn fault". This would help to avoid having rules in cities that are not really enforceable. |

Originally, spawning a MIA carried risk, which is why we coded it in, it wasnt a guaranteed +1. You were warned ahead of time that it was a public MIA. You had to wait up to 5 minutes, you had to fly to the target with an open flight timer. Then we dropped it to local city only. Then we put in a count down timer to remind you how much time you got left, and even provide a nice BING sound when its ready. Then we dropped it up to 1 minute. If we do any more hand holding, its basically "buy a +1" There is a point where the person has to accept some form of responsibility. If you put a dollar on the grass in the middle of a field, then walked out of the field to chase a butterfly for 10 minutes, who should you be disappointing at when you come back and its gone? There has to be some point at which you take responsibility for your actions :( |

Yeah, I'm not sure it's really stealing when you neglect to pop the MIA you spawned. I've had many lost this way, cause I've just got distracted and forgotten about it. It's my fault in the end. I think the city ruling should be taken out across the board from the rules list. It seems that here is the issue, not people 'stealing' something or not. Just remove this city rule and there is no longer an issue :) |

-1 I agree with what Adonis said. Just remove the city ruling. If you forget about a Mia or get beat in a race it's your own loss. |

I strongly agree with Mumen and Adonis on this point. Yes it really sucks, but that’s part of the game. I feel like spawning MIA’s is something that has become massively used and assumed as a free +1 due to it's frequent risk. But the risk is a part of it, and there are many other ways to train a gun without the use of MIA’s if the risk factor is deemed too big. |

We could just take shooting out of the equation completely, and have some type of feature where you get a +1 every hour as long as you are online. We could have it so if you wanted 1000 kills all you had to do is make an account and swipe your credit card. Putting in work is hard, I'd rather just not put forth any effort at all and have everything handed to me. |

I appreciate and respect each city's rule concerning MIA's. Removing the city rule will indeed result in a race. I imagine less MIA's will be spawned if that was to be the situation. Is that a good change? I don't agree that MIA's are assumed as a free +1 because it cost a credit and that credit is not free. If someone gets distracted for whatever reason and a city rule dictates the MIA is up for grabs, then its fair game. If someone goes against a city rule and shoots an MIA they need to man up and repay the player who spawned the MIA. MIA's are a very small fraction of boosting a gun. |

| After reading and withdraw my previous statement, I think this isn't an admin chance because the players (society) came up with the rule in the first place. It also explains to the players that they will 1 minute before it's fair game. So there is no change needed here in my opion. | |

Actually I believe the 5 minute rule was originally put in place due to admin pressure. |

Thumbs down for me. This doesn't happen nearly as often as people are making it seem. I have spawned many MIAs and gone past the minute and never had a single one stolen. Players need to be responsible for their own actions. If you spawn a Mia, be ready to shoot it. |

Yeah to be honest I don't see this as massive issue that requires a game change. Especially as we have the timers for it and notifications when you should shoot. Granted I've had it once or twice where I've forgotten to shoot and come back a few minutes later, but that's nowhere near frequent enough to make me mad at all. Pay attention and it's no issue. Plus this is the mafia, stealing should be encouraged not punished ;)
The only thing I could think of to keep the other side happy is to possibly make it so it costs hustle points to spawn MIAs instead of credits. That way, it's not actual cash being taken if someone does shoot your MIA. But then I guess you cannot be recompensed if someone does take it. |
