As has been said, we will never stop someone from Setting Up here in las vegas This would be against the wishes of the godfather council.

However, like any city if someone is unwelcome I am certain they will be dealt with swiftly. Unwelcome has many faces, many definitions. It will be the decision of those already here, what unwelcome means exactly.

This may be one of the rules, but if I recall correctly, GodFather Alabama also pointed out that any of the Vegas CL's were allowed to use whatever tactics required to assure their safety. Sure, somebody can setup in Vegas, however, that doesn't mean one of the current Leaders of Vegas won't shoot him dead in his tracks.

When attempting to make a speech in the streets, please make sure the point is clear. The public must easily distinguish what the intention of the speech is to avoid unnecessary confusion. I know I know me very well and do not intend on taking a stumble, but if I do, please make note to not continue to dig myself in deeper by spewing more confusing replies. And if I ever find myself in the position as the city head, take control of the situation and stop all unneccessary replies from whom I have control over, as the differences in speaking styles may further complicate the situation.

Well I hope this works out for the lot of you, I can't help but feel though that you've just managed to provoke some people into thinking they'll have a go at fighting this. Yes there are four families in Vegas but they are all small families and only two of the crew leaders are well protected and has been shown here not to long ago even the most heavily protected can be taken out, given the right motivation.

As far as im aware you have no power to make those kinds of decisions.

That doesn't mean that they can choose to ignore the other rules set forth. Until some one reaches the rank of Godfather the rules they must follow are the ones set out.
