Honestly I can't blame Quinten for this.

There were a lot of deaths that came out of Odin's protection act which were never found, some didn't have WS requests sent out, some got away with killing these people while others died for it.

The entire game as a whole has to work together to make sure things like this actually work.

Don't blame one person, blame the entire game for not making sure this protection order was carried out.

As far as frank removing Queens, how much more do you want? You seriously act as if Detroit had nothing to do with this, when  it's quite the opposite.
