Godfather Jeddy exits City Hall through the front doors and steps onto the recently placed podium installed by the city workers in anticipation of the announcement of the meeting results between Jeddy and Philadelphia's mayor. Jeddy steps onto the podium and clears his throat. Taking a moment to collect his thoughts he begins to speak,

"Residents of Philadelphia, I am pleased to announce that our meeting with your mayor, and the Godfather councils of New York and Chicago is a success. It took hours upon hours of deliberations and negotiations, but we have finally come to an amicable agreement that will work to the benefit of all business associations within Philadelphia. For many months now we have watched your city grow and prosper, we have seen new faces open up shop in this fine city, but one thing we have taken notice to is the lack of cemented leadership within each independent district. We see Dons and Consiglieres acting as the heads of each district within Philadelphia, but it is one thing to act, and another thing to be. We want Philadelphia's leaders to be what they act, and with this new program we know that it is well within your future!"

Making eye contact with some of the people in the front of the growing crowd and letting the news sink in, Jeddy continues,

"To assist the acting leaders of Philadelphia in getting the experience they need to fill the shoes of the roles they should be in, we now see fit to motivate you getting you all your own personal rainbow. While the rainbow itself is easy to make, every rainbow needs to have their own pot of gold. We will take charge of managing the rainbow for every crewleader of Philadelphia, however you must do your part to fill that pot. Every week starting at May 17th, 00:00:00 each crewleader of Philadelphia must contribute at least one million dollars to their own personal rainbow. Each contribution can be made payable to myself. This money will go towards the development and maintaining of your rainbow. Failure to upkeep your rainbow is a heinous crime, but we are understanding and know that in tough economies such as these, sometimes sacrifices have to be made. Thanks to the accounting department of Bird Bank International, we have compiled a list of these sacrifices you can undergo to ensure your rainbow is FABULOUS and maintained with radiant COLORS."

Pulling a sheet out of his suit jacket pocket, Jeddy reads off the list:

"Bird Bank International prides itself on its services it provides to its clients. We believe so firmly in the hope that Philadelphia can rise to be the city everyone wants it to be, that our accounting department has at no charge, developed methods to motivate this city and her district's leaders to rise up in experience to take the mantle of 'Godfather'. Following the first delinquency of payment, it is recommended to begin downsizing of each organizations respective staff. Many leaders in this city keep men on retainer, men who charge $6,000 a day, which amounts to $42,000 a week per person. These men go so far as to require payment to increase their skill, with fees that can start at 50,000 a day and even going so far as to the multiples of hundreds of thousands. Such staff are not essential, and should be the first to be removed from employment at the payee's discretion in the event a crewleader fails to maintain the minimum weekly deposits. If two weeks pass and the crewleader is still delinquent on payments, responsibility should fall to those that the crewleader manages, as in the line of work these men specialize in they are the ones who should be contributing funds up to their supervisor. If three weeks pass and the account owed balance is still owing, the crewleader himself should be scrutinized and examined for any evidence of foul play. Fees should be incurred as a result of any sanctions applied, ranging from $50,000 per retained protection removed from employment to $500,000 for every direct member under each crewleader. These fees will cover the administrative costs for moving any employed persons out of employment."

Noting the shock of some people in the crowd, Jeddy puts the list back in his pocket,

"Well now, my friends, you should all get to work! As a gesture of goodwill, a portion of every contribution to your own pots will be transferred to a trust fund I have created specifically for Philadelphia. The funds in this trust will go towards funding activities that will better the skills of your leaders. As a resident of Philadelphia, you have the right to speak your concerns. Just raise your hand and ask your question, and I or a BBI representative will be right with you. I shall end with a parting note, time is money and you haven't been paying so you get 18 hours left."

TheSpaniard raised and eyebrow after having returned from Spain for a small time and shook his head and walked away.

JohnnyNoname had been sitting on his GOAT throne all night, hearing Jeddy coming out to the streets. He knew what was coming, they had a meeting earlier today about this very moment. He rose from his throne and walked over to Jeddy's soapbox pushing him to the side for a few seconds.

"Ladies and gentlemen, I have only one thing to say."

"Queens, New York and the GOATS approve this message." 

Hopping off the soapbox and walking back to his throne, Johnny lit a cigar and waited for the audience to reply. 

Dexter finished up some business riding of the plastic garbage bags he stepped up to the streets 

I hope this is the kick philly needs to establish itself , TheSpaniard this tax is quite serious if you think we are joking

Mako comes forward and shakes hands with Mayor Jeddy. He then turns back to the crowd and lights up a cigarette before speaking.

"The Loop of Chicago approves and supports this new tax that has been set in by the Godfather counsel. Makes me excited to see something done a little differently, and I'm looking forward to seeing Philly have a little extra motivation to reach those Godfather promotions as well. I wish Philly nothing but the best, and hopefully we see a few Godfathers pop up earlier than expected."

With that said, Mako nods his head to the others and takes his place behind Mayor Jeddy.

I know its serious that's what disappoints me greatly. My words mean nothing though im merely watching how things progress.You gentlemen have a good day.

TheSpanaiard tipped his hat gave a bow and walked off.

Godfather DanTheMan wore a nice suit for once. He had been in one of the largest meetings of the New York and Chicago Godfather Council. The comrades met in Skypingrad and had coffee there with his friends. They had established the West coast districts and a special incentive brought forth by four of the Godfathers.

After hearing out Godfather Jeddy, he had agreed and put Manhattan's full support on Jeddy's idea. He didn't appreciate a retired old Spanish man coming out and openly disrespecting the most colorful Godfather of all. Opinions were one thing but disrespect was another.

Godfather Jed. Good to see you and your safe return from Skypingrad comrade. I fully support this. It is an interesting new idea in this era. It has been done in the past but very few have had the audacity to attempt this again.

TheTripleDeuce hears the words of godfathers filling the streets and approaches them

as one of Philadelphia's newest Crew Leaders I can Say that myself personally and my hands have been hard at work to not only further the District of South Philly but also hard at work with the Crew Leaders of the other districts to see Philadelphia prosper

i know it may appear on the surface that not much is being done but i can assure you personally that atleast on my behalf i have taken every initiative possible to better Philadelphia

I Personally welcome any help that is so wished upon us to see this great city grow like the other great cities around it

Jeddy approaches TheTripleDeuce and merrily shakes his hand

Everyone's efforts are needed to see a man in every one of Philadelphia's districts rise to the esteemed position of Godfather and I am confident you will do your part!"

After listening to the speech made by Jeddy and all the comments on the subject, the Dwarf steps forward to speak. 

I understand what you are saying Jeddy and the rest Godfather Council that I think this will give us the push to achieve much more. I just want to know a bit more such as what is the end of our rainbow the rank Godfather? or when we are told its the end? And also what will this pot be filled with at the end of our rainbow?

I agree with TheTripleDeuce. I look forward to you and the rest helping our city grow to it full potential. 

Desmand smooths out the wrinkles in his suit before clearing his throat and adding his own words.

"As Godfather of North Side, Chicago I support this initiative. The goal is not to make money here it is to encourage and foster growth and prosperity in Philadelphia. Right now those at "the top" for the most part are incredibly inactive and that is holding back the whole city, which is disappointing and a shame. So my advice to those crew leaders would be to step up or step off, I see at least one person in the city with the experience but perhaps not the members necessary to reach the rank of Godfather, I might suggest a reshuffle." 

Bruiser steps forward shaking a few hands along the way.  Some of them godfathers and godmothers.  Some of them he considers good friends.  Those receive the patented "Bro-hug".

An incentive tax you say?   Feels more like a punishment tax.   In all my years in this community I don't think I've ever seen a city get taxed because the leaders were not able to sit on the streets hours on end doing jails and stealing old ladies purses to get the experience required to gain drug units in minimum time.   Some of you say we are stagnant?  Some of you say we are inactive, but I'd ask all of the godfathers out there.  Hell I'd ask all the crew leaders out there, who paid for your HQs?  Who bought your hired protection?  Who bought your forts?   We here in PH have been a stand alone city for some time now.   We have earned every dime on our own for all of our HQs, Forts and Body guards.  We didn't have the luxury of having another CL or GF help us out financially.  We earned everything we have by hard work, blood, sweat and tears.  It's easy to look at us from the outside and say, we aren't doing shit or we aren't out here 15-20 hours a day like some, but we are here handling business.   We might not be the most experienced city but the time we do have to put into this thing of ours is constructive time spent.

Now having said that I respect the GF council's decision and I will assist our district and our city in any way I can as I have always done, rather you see it or not.

I see that there is clear concern that no GodFather currently holds the reigns of The City of Brotherly Love and you have clearly laid out some, er, incentives to encourage the City to produce one at its earliest convenience.

Whilst I don't expect that it will take very long, possibly even less time with the Rainbow fund's promised help with a skills improvement programme, may I confirm that these "incentives" are scheduled to be discontinued when Philadelphia achieves the target mentioned?

As some individuals have expressed and/or may be thinking.
While others, me included, have focused on our districts/cities/regions, New York steps up takes responsibility,  and helps Philadelphia to help themselves. 
In certain circumstances being whipped simply can't be avoided and this is one of those cases.

Philly and Detroit are junk cities. NY and CH just throw some guys in there with experience but no true legacy to play around until they destroy themselves.
