Nobody really pays attention or cares what happens in PH or DT... 

Jeddy stands at the podium, now listening to the concerns of the growing crowd. Looking at his watch, he notices the time is 19:45. Jeddy took a moment to breath in the fresh air, he sees that there are four hours and fifteen minutes left in the day.

"Yes Angus, we treat each district independently of each within the City of Brotherly Love. So as each district gets a Godfather the incentives will cease for the respective district. Only when Philadelphia has a man who attains the position of Godfather in each district, will the program cease entirely."

After answering Angus's question, TheTripleDeuce raises his hand. Jeddy nods towards TripleDeuce and listens intently to his concerns,

"Like I said to Angus, TheTripleDeuce. As each district in Philadephia raises a Godfather, the program will cease for that district, and they will be able to operate their part of the city as they see fit. Ultimately the objective of this program is simply to help each district of Philadelphia develop a leader that will arise to the position of Godfather."

Jeddy is extorting Philadelphia and since that big lug and the other inactive dope don't have a backbone.. it will work.

KTI hears the speech brought before him, and prepares to ponder a question that will most likely be discarded.

So you gave us plenty of reasons as to why you are doing this. Other than the money gain, how or why is it any concern of anybody outside of Philly and their affiliates what the structure of the independent districts are? I also saw a crew leader flat out say they have not been affiliated with that of New York or Chicago. One of New York's own members said it's a "junk city" filled with lackluster leaders, that gives off the impression you are not doing this out of respect for Philly. (that and you wouldn't be charging money and calling it "assisting")

My point is, why should it be our/your concern what the structure of Philly is? All it looks like to the general populace is an extortion move to exert power and gain money, without actually helping anything like you claim.

Just pay your daddy, Philly. 

Also, I hope the fools who value a title more than a rank (aka anyone who consistently puts thugs as hands. Or anyone who agrees with the practice!) are not condoning disrespecting a title in favor of a rank. Otherwise you might be a fucking hypocrite, just saying.

Incentive this is not. This works to the opposite of an incentive. This my friends is extortion sugar coated. Not much we can do except fork over the dough however. It is the mafia. I don't hear much of a public outcry, but I'm sure most are thinking how I am right now.

That's the thing Dexter. I don't think many people actually believe taxes would stop once they reach Godfather. I mean why would they? They would have been paying them for however long previous to them reaching said rank. Time will tell though.
